Research On The Service Standards Of Basic Public Sports In Guangxi Urban And Rural Communities

In 2012,the "Twelfth Five-Year Plan for the National Basic Public Service System" proposed basic public services,and required that "enjoying basic public services is a basic right of citizens,and ensuring that everyone enjoys basic public services is an important responsibility of the government" to promote the equalization of basic public services.As one of the basic public services,sports still have shortcomings such as uneven development in the specific implementation process.Therefore,non-equalization is the true status quo of the development of our basic public sports services.The literature search shows that the existing literature mainly revolves around the construction of public sports service system,operation mechanism,and analysis of the status quo of non-equalization development,etc.There are few studies on public sports service standards.Therefore,as an important system guarantee for achieving equalization,standards have certain value and significance in exploring the establishment of a set of standards to ensure equal access to basic public sports services by urban and rural residents.Based on this,this article takes the basic public sports service standards for urban and rural communities in Guangxi as the research object,and analyzes the feasibility,necessity and influencing factors of implementing the basic public sports service standards for local urban and rural communities in Guangxi through questionnaire surveys,field investigations,interviews,etc.Meanwhile,it Inductive analyze the secondary index data obtained by the questionnaire survey of urban and rural residents,focusing on solving the prominent problems that are generally reflected,and finally reached the following conclusions:1.The status quo of the development of basic public sports services in urban and rural communities: 1)There are many policies and regulations to promote the development of basic public sports services in Guangxi,and Guangxi has gradually promoted the standardization of basic public sports services.2)The development of relevant standards is lagging,and the policy implementation mechanism is not perfect,resulting in weak enforcement.3)Public sports facilities and other guarantee systems have improved significantly,but fitness guidance and other service systems still need to be improved.4)Schools,enterprises and institutions have a low utilization rate and openness of venues and facilities;5)Social sports Guiding training and use are out of touch.2.The survey results of urban and rural residents’ satisfaction with public sports services enlighten: 1)The opening of public sports facilities is not sufficient.2)The management,maintenance and safety of sports facilities needs to be solved urgently.3)Sports instructor’s roles are not sufficient.4)Stimulate the vitality of sports social organizations,improve the level of business capabilities of sports social organizations,and help build a sports power.5)Strengthen the promotion and popularization of basic public sports services.3.The formulation of the content is based on relevant theories and combined with practical experience.It integrates multiple relevant domestic policy documents and current standards,and fully embodies the "National Fitness Six-sided Project and Guangxi’s local characteristics.The research concluded that the structure includes five service items,which are sports facilities,sports activities,sports social organizations,scientific fitness guidance,and sports service construction guarantees.4.This article believes that the "standard" has the following functions: 1)clarify the service objectives,service items,service content and service standards of basic public sports in Guangxi urban and rural communities.2)Guide service organizations and workers to clarify service standards to ensure the effective implementation of services.3)As an evaluation standard,it can not only evaluate service organizations and grassroots workers,but also serve as a basis for the competent authority to evaluate the implementation effects of basic public sports services.4)The dynamic adjustment of the standard can be appropriately revised according to the actual situation.The next step is to establish a sense of standardization,strengthen the implementation of standardization policies,and attach importance to standard development and verification.
