Systemic Research Based On Supply Problem About Chinese Basic Public Services Of Sports

Basic public services system is the key point after the change of governmentfunctions, and sports is an important part of basic public services system, basic publicservices of sports is in relation to the national quality improvement and socialprogress, therefore, research on Chinese basic public services of sports has importanttheoretical and practical significance.Firstly, the paper clarifies the connotation and extension of basic public servicesof sports, explains the importance of basic public services of sports from the view ofMaslow’s theory and functions of sport, analyzes the overall structure of the basicpublic services system of sports that divided into the supply system and the demandsystem. The paper points out that the supply problem is the starting point and the corelink. So supply problem is identified as the main object of study. The paper analyzesthe organizational structure,the operating mechanism, policy, organization, funding,facilities about basic public services of sports.Secondly, the paper analyzes the problems of the supply system of basic publicservices of sports, including the system imperfect, the main supply single, insufficientcapital investment, facilities design and construction unreasonable and lowutilization,Supporting measures unsoud and so on. Meanwhile, refer to the advancedexperience of developed countries, rather than to compare and find the constraints ofpublic service provision of basic sports system problem.Finally, based on the above analysis, combined with China ’s national conditions,the paper proposes that constructions of the supply system of basic public services ofsports should follow welfare, comprehensiveness, adaptability and interoperabilityprinciples. With the theory of market failure and government failure, the paperanalyzes the refrom and innovation about the supply mode of basic public services ofsports that is "the government-led, sector coordination, the whole society participatein". Against supply problems exist in the current policy,the paper proposes toestablish a complete policy framework and matching policies about taxation,advocacy, industry and so on. Based on practical considerations, the papersystematically analyzes the problems of money,venues and facilities supply, proposesto increase the total money supply, adjust the money supply structure,improve the level of facilities design and construction and utilization.
