| Scientific and technological talents are the power source and spiritual source of implementing the strategy of strengthening China through science and technology,and it is very important for the Party and the government to improve the happiness of scientific and technological talents.At present,science and technology innovation occupies the core position of modernization construction.As the implementer of science and Technology Innovation Highland,science and Technology Talents,from the perspective of science and Technology Talents,study the influence of public service quality perception on the happiness of science and technology talents,it has a strong practical significance.Based on the demand for science and technology talents,through the perception of public service quality,the key factors affecting the well-being of science and technology talents are identified,which serves as an important basis for improving the public service supply,further improve the accuracy,richness and effectiveness of public services,and further enhance the well-being of science and technology professionals.In order to explore the public service quality perception influence on scientific and technological personnel happiness,provide strategic advice for the construction of science and technology talent management mechanism and theoretical basis,based on social cognitive theory,this study hope that through around such aspects as government,society and individual factors influence on scientific and technological personnel happiness,explore the relevant measures of promoting happiness of science and technology talents,enrich related research and provide certain theoretical basis for management department.According to the theory of self-determination,human activities are determined by the interaction of individual behavior,individual cognition and the environment.Therefore,starting from the government level,this study proposes the perception of public service quality and explores the relationship between the perception of public service quality and the happiness of scientific and technological talents;Starting from the social level,the mediating variable of social identity is introduced to explore the mediating role of social identity between the perception of public service quality and the happiness of scientific and technological talents;According to the theory of social cognition,individuals’ understanding of the surrounding environment and interpretation affect their judgments.Therefore,the moderator variable of psychological authorization is introduced from the individual level to explore the moderating effect of psychological authorization on social identity and happiness of scientific and technological talents.This study designed questionnaires according to the existing mature scale,conducted online questionnaire survey on scientific and technological talents nationwide,and analyzed 411 questionnaires（366 valid questionnaires）collected by using statistical software such as SPSS21.0,PROCESS3.3 and AMOS23.0,and combined with the content of structured interview,the following results were obtained:（1）Perception of public service quality has a significant positive impact on happiness,and the four dimensions of perception of public service quality,namely,public service process,public service efficiency,public service recovery and government trust,all have a significant positive impact on happiness;（2）Public service quality perception has a significant positive impact on social identity;（3）social identity has a significant positive impact on well-being;（4）social identity plays a full mediating role in the relationship between public service quality perception and well-being;（5）Psychological authorization positively regulates the relationship between social identity and happiness,that is,the higher the psychological authorization is,the stronger the positive influence of social identity on happiness will be,and the weaker the negative influence will be;（6）Psychological authorization positively regulates the mediating effect of social identity on the perception of public service quality and happiness,that is,the higher the psychological authorization is,the stronger the mediating effect of social identity on the perception of public service quality and happiness is,and vice versa.Based on the results of questionnaire analysis,this paper proposes the following measures and suggestions:（1）It is suggested to promote the convenience and efficiency of public service process and improve the perception of public service quality;（2）It is suggested to effectively improve the proportion of social public service resources and enhance social identity;（3）It is suggested that the government should take the initiative to grant more autonomy to scientific and technological talents and improve the level of psychological authorization. |
