To achieve scientific and technological selfreliance,we must first realize the self-reliance of scientific and technological talents.Selfimprovement.Colleges and universities,as the most important places for the cultivation of scientific and technological talents and the main positions for scientific and technological talents to exert their scientific and technological innovation capabilities,must do a good job in the construction of talent teams,optimize the evaluation of scientific and technological talents,and provide a broad space for talents to display their talents.In recent years,various departments of the state have successively issued a number of documents related to the reform of scientific and technological talent evaluation.The content of the documents includes the elimination of the "four only" wrong orientation,the elimination of the supremacy of SCI,the insistence on classification evaluation,and the reform of the professional title system.important areas.Up to now,it has been three to four years since the introduction of such policy-oriented documents,and it is extremely necessary to conduct in-depth research on how to implement them in colleges and universities.In order to explore the effectiveness of the reform of scientific and technological talent evaluation in colleges and universities,the problems existing in policy implementation,and to further put forward countermeasures and suggestions,this paper first uses the literature analysis method to summarize the previous scholars’ research,and sorts out the relevant theories and analytical frameworks for policy implementation.Secondly,relying on the relevant scientific research personnel survey platform,a questionnaire will be released in December 2021,and the feedback of 4,188 scientific and technological talents from different universities across the country on the implementation of the measures related to the reform of talent evaluation in the unit is obtained.Furthermore,the interview method was used to conduct in-depth interviews with 20 scientific and technological talents from different universities,and to understand their attitudes,opinions and suggestions on the current evaluation and reform of scientific and technological talents in colleges and universities from a more detailed perspective.According to the results of the questionnaire survey and the information feedback obtained from the interviews,after analyzing and refining,it summarizes the achievements of the reform of the evaluation of scientific and technological talents in colleges and universities and the problems existing in the implementation of the policy.Then use the improved comprehensive model of Sama policy implementation as a theoretical research perspective to systematically analyze the causes of the problem and put forward corresponding countermeasures and suggestions.The main innovation of this research lies in the combination of the reform of scientific and technological talents evaluation in colleges and universities and the theory of public policy implementation,and the use of a large-scale questionnaire survey data to reflect the implementation status of the reform policy of scientific and technological talents in colleges and universities and the improvement effect of the problem.This study finally draws the following conclusions.First,the effectiveness of the reform of scientific and technological talent evaluation in colleges and universities and the problems in the implementation: up to now,the existing talent evaluation system and evaluation methods,the application of evaluation results and the academic research environment,etc.Various related issues have been improved to varying degrees.But on the whole,the ideal effect has not been achieved,and there are still symbolic,incomplete,additional and evasive policy implementation deviations;second,the main causes of implementation deviation include: first,the characteristics of policy issues,that is,the complexity of the reform of the evaluation and reform of scientific and technological talents in colleges and universities,the large number of scientific and technological talents in colleges and universities and the diversity of behaviors,and the needs of multi-subject behaviors such as scientific and technological talents in colleges and universities,evaluation experts,etc.The influence of the degree of change;the second is the factor of the policy itself,that is,the policy itself is not clear enough,how to “stand up”after “breaking” is not clear enough,the policy resources are not enough to support,the ideal evaluation method requires a lot of resource investment,and the management department and the reviewers.The role that needs to be played and the construction of the academic community still needs to be strengthened.The third is the countermeasures and suggestions put forward to solve the above problems: break through the existing limitations and promote the pilot reform.Break the inertia of inherent evaluation thinking and help target groups to adjust their behavior;further strengthen the direction of reform and clarify the implementation rules.Improve the allocation of academic and financial resources,improve the basic salary and benefits of talents,strengthen the construction of academic community,and build a consensus on talent evaluation;finally,it is necessary to strengthen the spiritual and ideological and moral construction of scientific and technological talents in colleges and universities,innovate incentive methods,and optimize the coordination and communication between administrative and academic organizations,improve the talent evaluation and supervision mechanism and create a relaxed scientific research atmosphere. |
