Fujian Province is a strong province in the development of China’s sports industry.It is at the forefront of the country and should play a benchmark role in the construction of sports towns.In 2017,the Fujian Provincial Sports Bureau issued the“Notice on Organizing the Application for the Fujian Sports Industry Base in 2017”,which includes the“Fujian Sports Industry Characteristic Bases and Special Sports Towns(hereinafter referred to as“Sports Featured Towns”)application conditions and declaration The procedures were approved in the same year in Nankeng Town,Nanjing County,Gulin Town,Jiangle County,Lulu Town,Hanjiang District,Shuibei Town,Shaowu City,and Fengshi Town,Yongding District.It is effective,but it is still weak in theoretical summary and mechanism innovation.It is necessary and urgent to strengthen research.This study takes five sports characteristics towns approved in Fujian Province in2017 as the main research objects,using the literature method,Delphi method,analytic hierarchy process,system dynamics,mathematical statistics,and qualitative and quantitative methods.And other research methods,in the first half of this article,the evaluation index system for the construction of sports characteristic towns in Fujian Province was constructed,and the construction was evaluated in stages.Then,in the second half of the article,the system dynamics method was used to analyze The operation mechanism of the town is studied."Evaluation of the construction of small towns" is a periodical study,and "operation mechanism research" is forward-looking.The entire study is a dynamic process.The findings are as follows:Based on the analysis of the development status and interviews of sports characteristic towns in Fujian Province,based on the balanced scorecard theory,AHP method,etc.,construct an evaluation index system for the construction of sports characteristics towns in Fujian Province: five first-level indicators(elements of urban development,sports industry Elements of planning and development,elements of management and security,elements of the town’s community resource belt,elements of the use of innovative technologies)and 19 secondary indicators(location conditions,local economic development,local resource endowment,political environment,and sports industry economic benefits,Sports industry concentration and conditions,number of sports-related companies and industrial investment,industrial market attractiveness and talent attraction,comprehensive management,financial management,safety management,comprehensive security,local sports popularity,resource protection and sustainable development,Community participation,environmental improvement,smart sports development,communication network coverage,interactive technology utilization and industry integration),the construction and development evaluation system for sports characteristic towns in Fujian.The system dynamic parameters are designed according to the weights and evaluation system to determine the operation mechanism.An SD model of the sports mechanism of a sports town is established,and the system includes five subsystem SD models and 42 main equations,5 level variables,5 rate variables,and 29 auxiliary variables.In this way,a system dynamics rheology diagram is constructed,and the system’s main causality
