As a pioneer of reform and opening up,talents are the basic and strategic resource to drive innovative development of the Free Trade Zone.In the context of zoneexpansion opportunity of Zhejiang Free Trade Zone,the problem of talent shortage is becoming increasingly prominent.This research combines the results of the supply analysis and the performance evaluation of the talent policy supply based on subjective satisfaction,to explore how to meet the talents demand for the innovation-driven development of Zhejiang FTZ.Through innovating the talent policy supply mechanism,enhancing the competitiveness of Zhejiang FTZ comprehensively.Taking the "supply-evaluation-optimization" as the policy research technical route,on the basis of combing 36 talent policy texts systematically,this paper uses content analysis method to construct an analysis framework of policy supply status from four dimensions: policy type,policy tool,policy promulgation subject and policy action object.The research found that the instructional policy types and operable policy types are reasonably matched,the structure of policy tools is unbalanced and each policy tool still has certain problems,the main body of policy promulgation is in the form of a separate document,and the target of policy action is mainly concentrated in high-level and scarce talents.The supply performance of talent policy in Zhejiang FTZ is evaluated based on satisfaction.A satisfaction evaluation model is established,which includes two dimensions: satisfaction of policy content and satisfaction of policy implementation process.Through the questionnaire survey,295 talents in Zhejiang FTZ are taken as the empirical research objects,founding that the overall perceived policy performance is at a medium level.There are significant differences in perceived policy performance with different education levels,marital status and average monthly income in each dimension.The results of correlation analysis show that each index has a high correlation degree,which requires high coordination of talent policy.The results of factor analysis show that the satisfaction of incentive policies and the satisfaction of executives’ business are the two most important factors that affect the overall perceived policy performance.Finally,combined with the research results of supply status and supply performance evaluation,this paper puts forward suggestions on optimizing the talent policy of Zhejiang FTZ from two dimensions:optimizing the talent policy system and perfecting the policy implementation mechanism. |
