The off-duty time of most parents in China is inconsistent with the school hours of elementary school students,resulting in the "vacuum period" after school,which has always been a major problem that has plagued society.After-school service is a kind of service derived from solving this problem.In March 2017,the Ministry of Education issued the Guiding Opinions on Conducting After-School Service for Primary and Middle School Students(Trial),clearly stating that primary and secondary schools should take the initiative to take charge of the work of after-school services for students,and provided policy support and guidance for after-school services.Since the Ministry of Education release the Introduction,governments of different levels have issued relevant suggestions to implement this Instruction.Judging from the implementation situation in various places,after-school service work has made progress,but also gradually exposed some problems and fell into the predicament of development.Therefore,exploring how to improve and perfect after-school service for primary and middle school students has become an important issue in educational research.Quanzhou City,Fujian Province issued the Implementation Opinions on Promoting After-School Service Work in Primary Schools in Quanzhou(Trial)in January 2019 to promote the development and implementation of after-school service work in primary schools,and began pilot work on a larger scale throughout the city.Therefore,this study investigates the implementation of after-school services for elementary school students in Quanzhou City,combined with the survey results and relevant literature to analyze the current problems and causes,and put forward countermeasures on how to improve.This research carefully arranged present references and fully understand the relative policy.Then chose some pilot primary schools of Quan zhou as objects of study.Design investigative tool to implement investigation.Firstly,through random sampling,conduct questionnaire surveys on students,teachers,and parents participating in after-school services from different dimensions;secondly,on-site interviews were conducted with after-school service school administrators;finally,non-participating observation methods were used The elementary school served after class starts field observation.After obtaining the survey data,it was organized and analyzed from the perspectives of students,teachers,and parents’ perceptions and attitudes on after-school services,the management system of after-school services,the situation of teachers,organizational methods,and effects.Research showed many problems emerged.To name only a few,attitude of persons in charge is not positive;management is not normative;teachers is playing monodrama;activities is boring and monotonous,the need of service objects is not met.The cause of these problems include five points.That is,the goals of after school service are not direct and clear so the manager can not recognize the service comprehensively.Leak of effective management mode,the channels of teachers introduction is conservative.Activities can not be organized carefully.Implementation also is stiff.In view of the problems and their causes,under the guidance of relevant policies,educational concepts and educational theories,the following improvement countermeasures are proposed: guide and clarify the position to improve the cognitive attitude of the responsible subject;promote management specialization to improve the after-school service management system;mobilize multi-party cooperation to broaden the channels for the introduction of teachers;strengthen the organization and refinement to improve after-school service activities;promote the humanization of services to solve the real problems of service targets.
