Research On The Index Of Urban Innovative Talents’ Gathering Environment And Its Indicator System

Innovation is the first driving force leading development,and the key to success lies in people.The competition of innovation is essentially the competition of talents,and the key of talents gathering lies in the environment.Under the background of increasingly fierce competition for innovative talents between countries and cities,it is of great significance to study how to promote the agglomeration of innovative talents,so as to seize the commanding height of future technology competition and maintain competitive advantage.In view of this,this study attempts to build the index of urban innovative talents’ gathering environment and its indicator system,in order to provide a reference for regions to formulate talent policies and promote regional innovation.On the basis of previous studies,starting from the accurate understanding of the concept of innovation and talent,based on the push-pull model and the theory of economic geography of Florida,through combing and summarizing previous studies,this paper constructs the Indicator System of Urban Innovative Talents’Gathering Environment from the four dimensions:innovative talents’ environment,industrial gathering environment,economic development environment and living environment.And this paper preliminarily study 12 secondary indicators and 72 specific evaluation indicators.Then,the expert survey method,membership analysis,data availability analysis and discrimination analysis are used to screen the indicators,finally 24 tertiary indicators are obtained.The weight of each level of indicators is determined by AHP and equal weight method,and the index synthesis scheme is determined.Finally,this study measures and analyzes the Innovative Talents’ Gathering Environment of 15 new first-tier cities,and puts forward the countermeasures to improve the Innovative Talents’Gathering Environment of new first-tier cities.
