With China's economic development entering a new era,high-quality development gradually replaces the previous single high-speed growth,talent will undoubtedly become a strategic resource to promote the city's high-quality,sustainable and healthy development,and the competition for talent resources has also led to the increasingly fierce competition among cities in recent years,which is essentially the competitive situation of urban development and the upgrading demand of economic quality.Based on the new first tier cities,this paper makes an in-depth discussion on talent competition and urban comprehensive competitiveness through theoretical and data analysis.First of all,based on the current situation of talent competition among cities,this paper analyzes the deep-seated reasons,analyzes the characteristics and differences of policies,investigates its effects and raises potential problems;secondly,through theoretical and empirical analysis,the interaction mechanism between talent competition and urban competitiveness is studied;furthermore,by establishing the evaluation index system of urban comprehensive competitiveness and human resource level,the coupling and coordinated development model is constructed to analyze and verify the coupling and interaction between the two;finally,recommendations are put forward.Main conclusions:(1)The talent competition among cities is driven by many factors such as national policy orientation,high-quality development demand and population aging trend.Talent competition shows the characteristics of expanding the scope of cities and talents,continuously improving the preferential policies,and gradually improving the talent system these years.It also scales up the floating population and promotes the talent resource level of the new first tier cities.(2)From the theoretical point of view,talent competition can affect the economic development,social life,scientific and technological education level of the city from two aspects,which are talent resource level and resource allocation,so as to enhance the comprehensive competitiveness of the city.From the empirical point of view,the economic,social,scientific and educational environment provided by thecomprehensive competitiveness of the city for talents can attract talents and improve the level of talent resources.(3)On the whole,the comprehensive competitiveness and human resource level of 15 new first tier cities in 2009-2018 are in a steady and rising trend,and there is a coupling and coordinated development relationship between them,with good interaction to promote common development.The analysis of time-varying characteristics shows that the coupling value of urban competitiveness and human resource level is always at a high level,while the coupling coordinated development degree is steadily rising.The analysis of regional characteristics shows that the coupling and coordinated development degree of urban competitiveness and human resources level in the eastern region is higher than that in the central and western regions while the gap is gradually narrowing.Based on the conclusions,main recommendations are as below:(1)The cities should establish,standardize and improve the talent system that matches the talent introduction policy.The government needs to give full play to the role of human resources in promoting the city's comprehensive competitiveness.(2)According to the current development scale and positioning of each city,and based on the impact of the city's comprehensive competitiveness on the level of human resources,the scope of talent introduction should be reasonably determined.(3)The infrastructure,medical care,social security and other related security work as well as the comprehensive competitiveness of cities should be improved to enhance the continuous attractiveness to talents.(4)We should establish the talent classification mechanism to increase the efforts to introduce talents from different grades and levels in a scientific way.(5)Comprehensive arrangements should be made at the national level so that the cities can promote each other,complement each other's advantages,development coordinately,and realize the reverse "Matthew effect".
