Research On Public Service Supply Of Vocational Skills Training For Land-Lost Farmers In Xiong’an New Area

Urbanization is a natural historical process in which non-agricultural industries converge in cities and towns and rural populations are concentrated in cities and towns along with the development of industrialization.It is an important symbol of national modernization.It is estimated that by 2025 our country’s urbanization rate will reach 65.5%.Rapid urbanization has caused a series of large urban diseases such as population expansion,traffic congestion,resource shortage,and environmental degradation in some large cities.In order to intensively relieve Beijing’s non-capital functions,explore new models of optimized development in densely populated areas,and promote the integrated development of Beijing-Tianjin-Hebei,on April 1st 2017,The Central Committee of the Communist Party of China and the State Council printed and distributed a circular to establish the Xiong’an New Area in Hebei.The planning construction of Xiong’an New Area covers Xiong County,Rongcheng County,Anxin County and some surrounding areas in Hebei.Up to now,one batch of land acquisition and resettlement involved 1023 people in 2 villages,the second batch of land acquisition and resettlement involved 21,597 people in 54 villages,and the third batch of land acquisition and resettlement involved more than 19,000 people in 94 villages.Large-scale development and construction have caused a large number of farmers to have lost or are about to lose the means of production and living on which they depend for survival,and are facing a series of problems such as identity change,career change,and reemployment.However,land-lost farmers are in a disadvantaged position in the process of reemployment due to their low cultural quality,lack of professional skills,and backward ideology.Therefore,doing a good job in vocational skills training for land-lost farmers and systematically helping land-losing farmers adapt to their new roles in terms of concept change,career planning,and employment recommendation will not only benefit the long-term development of land-lost farmers,but also help maintain social harmony and stability.Based on the existing research,form the perspective of providing effective public service supply,through literature analysis,questionaire survey,interview,statistical analysis and other research mathods,this thesis investigates and analyzes the current situation of public service supply of vocational skills for land-lost farmers in Xiong’an New Area.Based on the research of public service supply of vocational skills training for land-lost farmers in the new area,this paper also investigate and analyze some problems,including single suppier,the low quality of supply content,the lack of innovation and insufficient supply guarantee.Through a large amount of data analysis,the main reasons for these problems are the inadequate transformation of local government functions,the mismatch of training content with farmers’ needs and market demand,the lack of opportunities for social organizations to participate in the supply of public services,and lack of basic protection and incomplete supporting protection.Finally,according to the research and analysis,the paper puts forward suggestions to optimize the supply mechanism of public services for vocational skills of this special group,including cultivating a diversified cooperative supply body pattern,improving public service supply content,innovating public service supply methods,and improving public service supply guarantee.The author holds that only by constantly improving the effective public service supply mechanism for vocational skills training,including enhancing supply capacity,improving supply level,and improving supply quality,can local gavernments effectively meet the personalized,differentiated and high-quality employment needs of land-lost farmers.So as to provide the necessary guarantee for the land-lost farmers to achieve high-quality and stable employment.
