| After clarifying the thinking of social change,knowledge transformation,the change of higher education quality view,the change of higher education quality management,from the perspective of knowledge,this paper adopts the analytical framework of knowledge production mode 1,mode 2 and mode 3,and makes a deep and systematic study on the quality management of higher education in the elite,mass and popular development stages.The research results are as follows:First,in the elite stage of higher education,its quality management mode is internal control.Scholars follow the logic of knowledge generation in teaching and research under a specific discipline cognition system."internal control" means that academic authorities,as the only "gatekeeper",carry out quality management activities by virtue of the principle system of university autonomy and academic freedom.From the perspective of knowledge,the formation of the internal control of higher education was due to the autonomy of knowledge in universities during this period,which was manifested in the fact that universities took disciplines as basic units and took pure and critical scientific research as the purpose of knowledge production and dissemination.This management aims at maintaining and developing pure scientific research;Academic authority as the main participant controlling the quality of higher education;Emphasis is placed on strictly controlling the personnel of knowledge production,the object of knowledge production and the evaluation of knowledge results in the input link.Second,at the stage of popularization of higher education,its management is the quality assurance.Scholars are required to produce knowledge products in batches with reference to established standards in the application context,and "assurance" first reflects the rise of administrative forces in universities,which means that administrative systems regularly check academic work to ensure that knowledge products meet specifications.From the perspective of knowledge,the quality assurance is formed because the knowledge in universities is productive and public,which is reflected in the fact that universities exchange knowledge products for capital in the market,and accept the logic of efficiency to continuously expand knowledge output.This management aims at improving the application value of knowledge products.In order to improve the application of knowledge,the government and the market buffered academic groups’ academic guarantee through instrumental regulation and spontaneous regulation respectively.They emphasize the establishment of a universal quality assurance system in the process to ensure the quality standard of knowledge products,and the use of tools such as ranking list and performance evaluation to directly link the quality with the interests of colleges and universities in the outcome process.Third,In the popularization stage of higher education,its management is quality governance.Universities and various knowledge clusters form strategic partners based on the guidance of common values,and scholars can carry out creative knowledge production activities in a variety of time and space according to the real needs of things."Governance" refers to the management activities that promote different clusters to strengthen dialogue and consultation,and establish coupling relations in resources,technology and functions.From the perspective of knowledge,the reason for the formation of the quality governance lies in the fact that the knowledge in universities embodies the nature of democracy and consultation,and the behavior of universities is increasingly influenced by civil society.In terms of knowledge,natural science is no longer the absolute force to determine the norms of knowledge,and humanistic knowledge and social knowledge with humanistic nature have also gained the right to speak.The discipline system of universities is weakening day by day,and the traditional academic hierarchy is replaced by equal partners.This kind of management aims at the creative knowledge production;In addition to the government and market,civil society and natural environment,as important driving forces of innovation,began to participate in the quality management of higher education;They attach importance to the whole process of quality management,emphasize the core value of talent cultivation in the input link,pay attention to the construction of dynamic spiral tracking evaluation system and system construction to promote collaborative development in the process link,return to the quality itself in the achievement link,and attach importance to the evaluation of students’ learning achievements. |
