Under the economic globalization background,and rapid development of knowledge economy,talent is the first resource and talent capital becomes core competence that is being competed for around the world.The trend of internationalization of talent exchange all-round talent introduction and talent competition is becoming more and more strong.Guangyuan city and other western regions do not shrink back in the "war for talent" and take active actions.However,the introduction of talents is faced with many problems that need to be solved,due to the influence of poor natural conditions,low economic level and insufficient cognition.This paper studied the current situation of talent introduction in Guangyuan city in depth which is based on the practical work,with the theoretical knowledge of human capital theory,hierarchy of needs theory,achievement demand theory and public management knowledge,and take field research,literature collection,statistical analysis,survey analysis,quantitative and qualitative methods,etc.The paper consists of five parts.The first chapter expounded the significance of the research,reviews at home and abroad,and made it clear about the purpose,content and thinking of the research.The second chapter expounded the important concepts and theoretical basis of human capital.The third chapter studied on the current situation of talent introduction,focus on the talent introduction policy and the talent introduction team in Guangyuan city in recent ten years.The fourth chapter analyzed the main problems and causes of talent introduction in Guangyuan city.Chapter five is countermeasures and Suggestions.Put forward suggestions on the strategy of giving priority to the development of human capital,improve the system and mechanism of talent introduction,build a talent capital platform and talent ecology,try harder to talent introduction flexibly,increase input and application to modern information technology,establish and improve the evaluation system and mechanism of talent introduction.Talent is a growing science,and talent introduction is starving for scientific theory guidance.The current situation of talent introduction in Guangyuan is universal and representative in less developed areas of China.The paper made targeted recommendations from the perspective of talent capital,reveals the key causes of the problems in talent introduction in Guangyuan city.It is of great significance to promote the steady,healthy and scientific development of talent introduction in Guangyuan and other less developed areas.
