In the process of the development of modern society,colleges and universities undertake the important task of knowledge dissemination and scientific and technological innovation.They are one of the main producers and disseminators of new knowledge and new technology,and its importance is self-evident.In China,the establishment of higher education institutions is mainly determined by the education department.The main source of scientific research funds is the relevant government departments,and the public welfare nature of education is obvious.Colleges and universities have relatively sufficient reserves of R&D personnel and R&D funding support.In recent years,they have made breakthroughs in some fields and have mastered a large number of high-end science and technology.As one of the important sources of knowledge spillovers,colleges and universities,their breakthroughs in high-end science and technology will increase the knowledge reserves of related science and technology industries.The high-tech industry is a knowledge-intensive industry that attaches great importance to R&D.The level of R&D investment and the requirements for science and technology are higher than other industries.The high-tech industry has the ability to maintain technological leadership in the current era,and pay attention to future scientific development trends in the research and development process.In the development process,there will be a trend of industrial agglomeration.Many scholars believe that there are many factors that affect industrial agglomeration,and knowledge spillover is one of the important ones.This article is developed from this,based on the theory of externalities,technological innovation,economies of scale,and related theories of industrial agglomeration,to study the impact of university knowledge spillovers on industrial agglomeration.First of all,this research adopts the method of knowledge production function,using the data about knowledge spillover from universities of science,engineering,agriculture and medicine in the past ten years to conduct empirical research.The empirical results show that the investment of R&D personnel and the support of research funds have a positive effect on the generation of knowledge spillovers.The innovation of university knowledge requires the research of researchers and the support of research funds.The research on the impact of university knowledge spillovers on industrial agglomeration takes high-tech industries as an example,and uses relevant data from high-tech industries and universities for quantitative analysis.The empirical analysis found that the knowledge spillover from universities has a significant effect on the agglomeration of high-tech industries,and it is a positive relationship.The knowledge of universities will overflow through talent exchanges and mutual cooperation.After the high-tech industry absorbs the knowledge spillover,it will accumulate knowledge,and industrial agglomeration will gradually occur in the region.Provinces such as Guangdong,Jiangsu,and Shanghai have obtained knowledge spillovers through cooperation with universities,and the agglomeration of high-tech industries is obvious.Based on the empirical test results of this research,the following policy recommendations are put forward:(1)Strengthen support for knowledge spillover sources,increase the number and quality of university R&D personnel,and increase funding to ensure that universities can continue to produce new knowledge spillovers.(2)Improve the mechanism of knowledge spillover in colleges and universities.Encourage scientific research personnel to strengthen communication with enterprises.(3)Promote the benign interaction between universities and high-tech industries.Not only to industrialize scientific research results,but also to accelerate the development of high-tech industries and promote the process of industrial agglomeration.(4)The construction of colleges and universities is included in the industrial planning.Reasonable industrial planning should consider the construction of colleges and universities,which can adapt to local conditions and give full play to the location advantages.
