Arise of Irregular Teachers is affected by complex historical background and policy evolution. The emergence of Irregular Teachers groups can be traced to the earliest period of chinese local people teachers but vanish as the policy changes. Nowadays in reality the educational field we can still find Irregular Teachers exist because of Teacher Management System malfunction and objective needs of teachers.That making Irregular Teachers in a variety of other names such as substitute teachers. Moreover the conflicts of interest also exist from both inside and outside of Irregular Teachers group especially in rural areas.In a word Irregular Teachers whether from urban or rural areas becomes Marginalized Groups. Compared of Regular Teachers Irregular Teachers even not have equal rights or legal protection regardless of how hard they worked or how much they did. Therefore it's very important to explained when it start why contradict what is the connection with the Management System and how to solve.We starting from a personal motivation put Irregular Teachers into the macro background of policy changes and Teacher Management System reform. reveals the fundamental interests of the community needs and staffing shortages and to analyze the contradiction between its causes. Further discussion by the current Teacher Management System and"county-oriented"restrict Irregular Teachers. Clarify the reason that created Irregular Teachers is malfunction of Teacher Management System and personal choose. As the gap between reality and the personal aspirations gradually widening, would inevitably lead to stratification within the teaching profession and the appearance of injustice. The solution is to understand the motivation and career guidance, rather than tough eliminated. Finally, settlement proposals, through the protection of the interests of reducing the gap, and ultimately advance the development of teachers.
