The lack of talents is the key factor hindering the development of rural areas in Gansu Province.And retirees are available human capital.Promoting the reemployment of retirees in rural areas can effectively promote the economic development of rural areas.They can apply their years of work experience and skills to rural construction,which not only greatly enriches the rural labor force,but also brings advanced knowledge,technology and experience to rural areas,and promotes the development of rural productivity.In addition,for retirees,a large part of them are unable to adapt to the changed life status caused by retirement,which leads to depression and other unhealthy emotions,also leading to various problems highlighted.Reemployment in rural areas can further strengthen the personal value of retirees and enrich their old life.Therefore,it is necessary to have a thorough understanding of the influencing factors of reemployment of retirees and how to guide the stable reemployment of the returning retirees.Due to the rapid development of urbanization,the number of rural labor force in Gansu Province is declining year by year.The labor force left in rural areas has a low level of education and little understanding of new agricultural technologies,coupled with the deepening of aging,which makes the rural demand for labor more urgent.The loss of rural labor force and the unreasonable labor structure also further promote the retirees in Gansu Province to return to their hometowns for employment.Research on this basis,questionnaire survey was conducted on the intention of returning home and reemployment of retirees in Gansu Province.Probit model was selected to analyze the intention of returning home and reemployment of retirees.It is found that the level of public service has the greatest effect on the willingness of retirees to return home for reemployment,and the effect of their own value is the smallest.Then,the factors influencing the reemployment of retirees are summarized into six categories: public service level,institutional factors,urban-rural consumption gap,rural development,policy factors,and retirees’ characteristic factors.On this basis,the flow inventory chart of the influencing factors is established,and the system dynamics model of the influencing factors of the retirees’ returning home and reemployment in Gansu Province is constructed.Based on the data of Gansu Province from 2010 to2019,establish the system dynamics equation,and predicts the development status of Gansu Province before 2030 through simulation.It is predicted that among the influencing factors,The public service is the most effective in promoting the reemployment of retirees in Gansu Province,and the employment system also promotes the reemployment of retirees in Gansu Province to some extent.The adjustment degree of policy factors is the weakest,but it can still increase the number of retirees in Gansu Province who return home for reemployment.Finally,it proposes that Gansu Province should increase the employment opportunities of retirees and improve the relevant employment system.Implementing the talent revitalization strategy,and introducing relevant new policies;Improving the level of public services,establishing a platform for retirees to return home for employment,and also increasing government publicity to create a good employment atmosphere for retirees to return home for reemployment. |
