Talent is an important carrier of knowledge and information,and one of the important driving forces of social and economic sustainable development.The high-quality development of regional economy needs a large number of talents to provide intellectual support in order to gain development advantages in the fierce competition.With the normalization of social and economic development in recent years,Changchun’s economic development has also ushered in new challenges.With the industrial transformation and structural adjustment,the demand for high-level talents in Changchun’s economic development is increasing.High level talents play a positive role in promoting the development of local economy.The gathering of high-level talents can promote the overall quality of urban human resources and provide intellectual support for the transformation of local industrial structure.Changchun has also made great efforts in the introduction of high-level talents.From financial support to policy guarantee,it has formed an increasingly perfect high-level talents introduction system.However,compared with coastal cities or cities with higher economic development level,Changchun still has the problem of insufficient competitiveness.Therefore,this paper explores the specific introduction of high-level talents in Changchun,and finds out the matching policies,hoping to provide reference for the improvement of the mechanism of high-level talents introduction in Changchun and improve the quality of high-level talents introduction in ChangchunBased on the theory of human capital and talent incentive,this paper reviews the relevant data and summarizes the current situation of high-level talents introduction in Changchun in recent years.It is found that the high-level talents in Changchun are seriously lost and there is still a large gap in talent demand;Changchun high-level talent introduction policy system covers many aspects,the channel of high-level talent introduction is expanding,and the investment funds are gradually increased;However,there are still problems such as unreasonable policy of introducing high-level talents,inadequate publicity and lack of attention to the later guarantee work.The reason lies in the backward concept of high-level talents introduction in Changchun,imperfect introduction policy,gap in capital input,improvement of introduction measures and imperfect guarantee in the later period.In view of the above problems,this paper proposes that Changchun high-level talent introduction should establish appropriate talent concept,clear guidance and concept,strengthen the awareness of "cost-benefit" of talent introduction,in order to update the concept of high-level talent introduction;We should improve the system of high-level talent introduction policy,improve the scientific evaluation mechanism of high-level talent introduction,and improve the policy system and evaluation mechanism of high-level talent introduction;To establish special funds for the introduction of high-level talents,broaden the source of special funds for the introduction of high-level talents,to ensure the investment of high-level talents;To create a database of high-level talent supply and demand,cultivate the main body of talent introduction,adhere to the combination of government talent introduction and market talent introduction to innovate the measures of high-level talent introduction;Optimize the service system and development platform of high-level talents to improve the Countermeasures for the late stage of high-level talent introduction.
