In January 2018,the CPC Central Committee and the State Council issued the "opinions on comprehensively deepening the reform of the construction of teachers in the new era",which indicates that China has its own top-level design of teacher education policy,and the research on teacher education policy has once again become the focus.The existing research on teacher education reform in China focuses on the macro policy concept of teacher education,while the comparative research on medium policy with provincial teacher education policy texts as the research object is less.Therefore,this study takes this as the research focus.By comparing the policy texts of "opinions on the implementation of comprehensively deepening the reform of the construction of teachers in the new era" in Henan and Liaoning provinces,we can find that the policy texts of the two provinces have their own characteristics.Based on the theory of teacher education policy decision-making optimization model and the theory of teacher education value conflict,this paper establishes a comparative unit in the process of teacher education policy text decision-making,and analyzes the word frequency of policy text by using nvivo11 plus software and Bereday comparative education model.It is found that the provincial teacher education policy texts tend to be more similar,and the content of policy text is more internal Henan pays more attention to the construction of primary and secondary school teachers;Liaoning pays more attention to the construction of university teachers;Henan pays more attention to the quantitative description and Liaoning pays more attention to the qualitative description in the description of policy tasks.Based on the analysis of policy content,this paper analyzes the value orientation of policy texts of the two provinces,and finds that the policy value orientation of the two provinces has changed from focusing on minority subjects to focusing on groups,from focusing on single goal to diversity,and from focusing on one-time safeguard measures to dynamic generation.By exploring the innovation of provincial teacher education policy based on the characteristics of regional teacher education,speeding up the formulation of policy guidance for the overall layout of provincial teacher education with county as the center,forming the provincial teacher policy support system with county as the center,and promoting the legalization of provincial teacher education policy supervision with policy implementation as the goal,the provincial teacher education policy can be optimized The purpose of education policy.Through the analysis of word frequency and comparative model,I focus on the text content,value orientation and how to optimize the provincial teacher education policy.In the future,we will continue to pay attention to the research of teacher education policy,and hope that the next step is to study the text of teacher education policy in city or county,so as to provide more practical opinions or suggestions for the better implementation of provincial teacher education policy.
