Research On The Policy Support System Of Grassroots Government In The Return Of Migrant Workers In Yancheng City

Yancheng is the largest prefecture-level city in Jiangsu Province,an agricultural city,and an agricultural population transfer city.In recent years,with the promotion of the“entrepreneurship tide”,returning home to start a business has become a new way for migrant workers in Yancheng to promote local economic development,improve the quality of life,and demonstrate self-worth.The entrepreneurial actions and achievements of migrant workers returning to their hometowns,which are fundamental to promote the solution of the three rural issues,are important measures to promote the construction of a new socialist countryside and the realization of a well-off society in an all-round way.The article starts from the policy support of grassroots government in Yancheng,through interviews and other methods to understand the status and problems of entrepreneurship of migrant workers returning home,on the basis of analyzing and drawing on the advanced experience of other cities in China,it is proposed to optimize the grassroots entrepreneurship of migrant workers returning home in Yancheng.Countermeasures and suggestions supported by government policies.The overall idea of the thesis is: theoretical foreshadowing-analysis of the status quo-problem summary-coping strategies.The article first expounds the basic concepts and basic theories from the academic perspective,starting with the basic concepts of migrant workers,entrepreneurship and grassroots government,to understand the objects and contents to be studied;through seamless government,new public service theory,push-pull theory for analysis Realistic problems provide theoretical support;then through interviews to understand the basic situation of migrant workers returning to their hometowns in Yancheng,summarizing their common characteristics,including a high proportion of men,an average age,low education and most married,etc.Practical background of rural migrant workers’ entrepreneurship: severe urban employment situation,strong entrepreneurial willingness,and the need for new rural construction;on this basis,the existing policies and implementation effects of Yancheng’s grassroots government on returning migrant rural entrepreneurs to entrepreneurship are analyzed,involving guidance and encouragement policies,entrepreneurship incubation policies,skills training policies,financial support policies,etc,combined with the actual situation of interviews and relevant theoretical materials consulted,it was found that there are shortcomings in policies;in order to better solve the problems encountered by migrant workers returning to their hometowns in Yancheng,Analyzed and sorted typical cases in other places,including the advanced practices of cities such as Qinlan Town in Anhui Province,Yuhuan County in Zhejiang Province,Jintang County in Sichuan Province,etc,and summed up the experiences worth learning from;On the issue of optimizing the policy support of middle-level and low-level governments,suggestions and suggestions for improving the policy support system,establishing a two-way policy supervision mechanism,and expanding the policy implementation platform were put forward.The thesis aims to further improve the entrepreneurial environment of migrant workers through the promotion of grassroots government policy support and the improvement of the policy system,and contribute to rural revitalization and farmers’ prosperity.
