Research On The Process Reengineering Of Scientific Research Projects In Universities Under The Perspective Of Financial Internal Control

Since the new century,the state has paid more and more attention to scientific and technological innovation,and the proportion of scientific research funds has been increasing.As the main position of scientific research,the strength of scientific research has been strengthened,and the complexity of scientific research project plan,project,execution and control and evaluation has also brought new challenges to the management of scientific research funds.The traditional scientific research funds management mode has been difficult for university research funding for scientific and effective management,to ensure funding for research in scientific research project in the process of safe,reasonable and efficient,has become an urgent need to further study.Business Michael hammer and James Champy's theory of "process reengineering" since it was put forward,like a whirlwind swept the business in the business world is rapidly expanding,the researchers and practitioners of too many to count.With the increasing number of scientific research projects,the scientific research management mode based on professional division of labor has been difficult to cope with the development trend of scientific research projects.The business process reengineering of the innovation of management,the university research project process from the perspective of financial internal control fundamental rethinking,find out the existing risk points,and then through the design thoroughly,from the strengthening of financial internal control perspective on the university scientific research project of BPR with the tide,so as to improve the university scientific research project in the safety,rationality,efficiency and other aspects of the use of funds,can produce great social benefits.Firstly,this paper introduces the general situation of business process reengineering theory,analyzes the development of business process reengineering theory,and briefly introduces the application of the theory in domestic and foreign enterprises and other fields.Then,from the financial point of view,the basic theory of internal control is expounded.Combined with the present situation of scientific research management in Colleges and universities,this paper analyzes the risk point from the perspective of the scientific research project process.Finally,from the perspective of strengthening the financial internal control,according to the steps of business process reengineering,the paper constructs a system of scientific research project.Due to the mechanism of system obstacles in colleges of our country,the application of business process reengineering in university is not enough widely,generally no incentive to promote the scientific research in colleges and universities project process reengineering.Adhere to the problem oriented,this paper hope to find solution from the perspective of strengthening financial internal control process in scientific projects of college and university are pulling countermeasures,thus to improve the scientific research funds use efficiency,improve process theory contribution in scientific projects of college and university.
