Research On The Public Service Supply Of Sport Venues In 7th CISM Military World Games

With the development of the social economy and the improvement of the people’s living standard,the demand for public service is increasing.As an important carrier of public service supply,Sport Venues are an important place to develop sport industry and promote economic development in an all-round way.The General Office of the State Council has specially issued a opinion about Strengthening the Construction of National Fitness Facilities for the Development of Mass Sport,which clearly states that it is necessary to promote the reform function and reform mechanism project of public sport venues,improve the policy of free or low-charge open subsidies for large-scale sport venues,and support the opening of sport venues to the free or low-charge.However,the public service supply of sport venues still faces some difficulties,and the traditional theory is difficult to solve the practical problems in management.The report at the 19th National Congress of the Communist Party of China points out that perfecting the public service system,ensuring the basic life of the masses,and constantly meeting the growing needs of the people for a better life.With the change of residents’lifestyle and the increase of public service demand,higher requirements have been put forward for the public services provided by Sport Venues,which means that the supply of public sport services should actively focus on the transformation from quantity to quality.Pay more attention to the quality of service supply.Under the background of 7th CISM Military World Games,this paper adopts literature research,field investigation,interview and questionnaire survey to sort out the present situation of supplier,supply mode and supply content of sport venues at 7th CISM Military World Games.And random sampling of Wuhan citizens as the object of the questionnaire survey.The following problems are summarized:Firstly,the public service function of government departments is weak,and the institutional obstacles still exist.Secondly,the social investment in public services is insufficient,and the market vitality is still lacking.Thirdly,the quality of public service in sport venues is not high,and the service level is still backward.The main reasons are:ideological attention to management and despise service,positioning attention to the government and despise society,planning attention to the present and despise the long-term.By drawing lessons from the experience of public service supply at home and abroad,this paper puts forward the following promotion countermeasures:Firstly,Government have established a people-centered philosophy and transformed their public service functions.Secondly,Non-governmental sectors will increase input and support to develop new ways of delivering public services.Thirdly,Sport venues will improve the quality of public services and enrich the supply of public services.This paper studies the public service supply of sport venues in 7th CISM Military World Games under the theoretical framework of public management,and innovates from the perspective of research.The conclusion can provide reference for the public service supply of sport venues in other similar cities in China.
