| With the successful completion of the task of poverty alleviation,China has eliminated the absolute poor and made great contributions to the global poverty alleviation.Under the implementation of the national poverty alleviation policy,the political economy,education and medical care,infrastructure and so on in the poverty-stricken areas have achieved leapfrog development;the living standards,economic income,capacity building of the poor have achieved phased results.However,we can’t ignore the fact that the poor are vulnerable and still face the risk of returning to poverty and developing poverty.Solving their ability poverty will become the focus of governance of relative poverty.In order to solve the problem of ability poverty,Amartya Sen creatively put forward the theory of feasible ability.In the aspect of using the feasible ability to solve the poor people’s ability poverty,the academic circles at home and abroad have produced a lot of academic achievements.These studies are based on Sen’s feasible ability theory to study social issues such as gender equality,fairness and justice,economic ethics,welfare policy and so on.In recent years,the ability development of vulnerable groups from the perspective of feasible ability has become a hot research field of this theory.In this regard,combined with the latest strategic task of consolidating and expanding the achievements of poverty alleviation and effectively linking with rural revitalization,this study puts forward the research on developing the feasible ability of the poor.Firstly,this paper uses the method of literature research to explain the theoretical concepts of feasible ability and instrumental freedom.Feasible ability is a combination of functional activities that a person may realize,and it is a set of feasible abilities(substantial freedom).Instrumental freedom refers to political freedom,economic conditions,social opportunities,transparent guarantee,protection and protection.Secondly,using the methods of non participation observation and in-depth interview,taking five kinds of instrumental freedom as the framework,this paper analyzes the effect of community institutional arrangements on the development of the feasible ability of the poor from the process level and opportunity level of freedom.At the process level,community instrumental freedom has a supporting role in the development of the feasible ability of the poor;at the opportunity level,it analyzes the practical dilemma of the lack of feasible ability of the poor under the framework of instrumental freedom,which affects the realization of individual freedom.Finally,from the policy perspective of five kinds of instrumental freedom,the paper puts forward the instrumental countermeasures and suggestions for the development of the feasible ability of the poor people.Based on the research,it is found that the improvement of the institutional arrangement of community instrumental freedom plays an instrumental role in improving the feasible ability of the poor.However,the poor people’s practical ability to live is insufficient,and their freedom is limited at the opportunity level,which needs to be compensated and improved at the process level,that is,the community should improve the instrumental system according to local conditions and people’s policies.In this regard,the author puts forward the following suggestions:(1)in terms of political freedom,we should enhance the community political participation of the poor people by building the sense of community unity and developing community leaders;(2)in terms of economic conditions,we should improve the employment service system and develop community agricultural industry to increase the family income of the poor people;(3)in terms of transparent guarantee,we should improve the rural social security system Village market construction and reform of agricultural supply and marketing cooperatives,smooth the supply and marketing channels of agricultural products for the poor.(4)in terms of protection,through the organization of community adult education and the introduction of professional service organizations,improve the quality of functional life of the poor groups.The significance of this study is to promote the development of the feasible ability of the poor at the micro individual level;to improve the upper system construction of the community at the community meso level;and to put forward policy suggestions for the consolidation and expansion of poverty alleviation achievements and the effective connection with Rural Revitalization at the social macro level. |
