Study On Poverty Alleviation Of Rural Special Difficult Groups From The Perspective Of Empowerment

Since the reform and opening up,great achievements have been made in poverty alleviation in China.The incidence of poverty has dropped from 80%in the 1980s to 1.7%in 2018.With the implementation of precision poverty reduction strategy,poverty alleviation work has entered the period of gnawing hard bones and breaking up forts.In the face of the "poverty in the poor,the poverty in the poverty" among the poor population,how to fully tap and promote the inherent potential of this group,enhance their awareness of active poverty eradication,restore and develop their livelihood capacity,and ensure that the group is successfully lifted out of poverty,To achieve sustainable development,thus promoting the overall eradication of poverty in rural areas by 2020.On a comprehensive basis Under the background of realizing well-off society,the task of poverty reduction in our country is still arduous.Through in-depth interviews with 32 poverty alleviation of rurul special difficult groups,6 ordinary villagers,3 township staff and 5 village committee staff in Zibo City,this paper finds that the specific characteristics of rural special hardship groups are "three lows,one weak and one poor" In response to this feature,this paper discusses the effectiveness of Zibo City's empowerment and poverty alleviation from individual,grassroots government organizations and social environment empowerment.Its performance is as follows:infrastructure construction is perfect,poverty-stricken people's happiness is enhanced;pockets are well protected,poverty-stricken populations are greatly reduced;industrial development is adapted to local conditions,and poverty-promoting and profit-making capabilities are improved,innovation management mechanisms are promoted,and the quality of poverty alleviation is improved.The transition from absolute poverty to relative poverty.In addition to this effect,this paper recognizes that from the perspective of empowerment,there are still corresponding deficiencies in empowering and increasing poverty.It is also necessary to further optimize energy-enhancing from the outside,create an objective environment for poverty alleviation and internal strengthening of energy,and shape the subjective power of poverty alleviation.Two aspects propose to optimize the path of poverty alleviation for rural special hardship groups,with the intention of changing the self-defeating power of rural special hardship groups in all directions."The status quo,cultivate its effective resources and means to control its own life,awaken the internal subject consciousness,form a benign cycle,and then achieve a sustainable long-term mechanism for poverty alleviation.
