In the 21 st century,the rapid development of urbanization in China has led to a sharp decrease in the number of rural primary schools and a rapid shrinkage in the scale of running schools.In many areas,the work of "withdrawing points and merging schools" has brought a huge impact on rural primary schools.In 2014,with the launch of the national new urbanization strategy,the layout adjustment of rural primary schools has entered a dilemma:on the one hand,the country timely called for the stop of "merging schools and withdrawing schools",and the power of layout adjustment of rural primary schools has been moved up,which basically curbed the rapid withering trend of the number and scale of rural primary schools;on the other hand,the promotion of new urbanization continues to have a new impact on the layout structure of rural primary schools.The number and scale of rural primary schools continue to shrink.In order to comprehensively analyze the current situation and existing problems of rural primary school layout adjustment in the process of new urbanization,this study attempts to take the process of new urbanization as the background,take Linzi District of Zibo City in Shandong Province as an example,through literature review,to comprehensively understand the process of rural primary school layout adjustment under the background of new urbanization in this area,and through the analysis of 19 rural primary schools in this area.The main conclusions are as follows:First of all,the layout of rural primary schools has not been reasonably adjusted with the process of urbanization,and the unbalanced and unreasonable distribution of rural primary schools has become increasingly prominent: the unbalanced distribution of the number of rural primary schools among counties,districts and towns has become increasingly prominent,and the rural primary schools in some areas have even completely disappeared.Secondly,the number of rural primary school teaching points has decreased sharply,and there is only one rural primary school teaching point in Linzi District at present.Thirdly,the shrinking scale of rural primary schools is very common.In the investigated areas,rural primary schools with less than 200 students are quite common.Finally,the development of existing rural primary schools still faces many difficulties: most schools are seriously short of school running conditions,school running funds are tight,the double drain of students and teachers is serious,the disciplinary structure of teachers is unbalanced,and the overall quality of school running is worrying.The reasons for the above problems can be attributed to the following aspects: first,the existing regional layout planning for rural primary schools is unscientific,and the standards for the withdrawal and merger of rural primary schools are not clear;second,the requirements of national policies and local governments on the basic conditions and standards for running rural schools are not fully implemented;third,the overall quality of running rural primary schools is worrying.Based on the analysis of the causes of these problems,combined with the current situation of rural primary schools,this paper puts forward the basic countermeasures to solve the problems: 1.Formulate a medium and long-term unified plan for the regional layout and development planning of rural primary schools at the macro level;2.Strictly implement the requirements of the national and local governments on the basic conditions and standards of rural schools,increase the investment in running schools,and provide support for rural primary schools;3.Deepen the reform of education and teaching,and promote the reform of rural primary education in the aspects of talent team construction,education and teaching mode,education and teaching management,so as to achieve sustainable development.
