Since2001, a new round of layout adjustment of rural primary and secondary schools started gradually nationwide in China, which has achieved active results. Such policy not only adapted to the decreasing trend of the rural school-age population in China’s urbanization process, resulting in optimized allocation of educational resources in rural primary and secondary schools, but also improved and developed the rural education in a certain extent. But at the same time, relocating and merging of a large number of rural primary and secondary schools in some areas resulted in various negative issues, and even seriously affected the healthy and sustainable development of compulsory education in these areas.Through questionnaires and interviews in the form of special audit survey, this thesis gets the basic data on layout adjustment of rural primary and secondary schools of46rural areas of province A in central China. Furthermore, this thesis sums up the achievement and existing problems in the implementation of such public policy in province A on the basis of analyzing the data. Using literature research method, this thesis demonstrates the deep-seated reasons of the deviation of policy implementation of layout adjustment by introducing the game theory in economics and some relevant theories in public policy making and implementation to such analysis. On the basis above, taking advantage of the useful experience at home and abroad, as well as the relevant research results of economics and public policy, this thesis proposes some relevant countermeasures to improve the policy from the aspects of improving the institutional mechanisms and supporting measures and so on, aiming to provide a useful reference for the effective implementation of layout adjustment policy and the further development of rural education in China.
