In 2017,China Basketball Association released the development plan of small basketball,held the launching ceremony of the small Basketball League in Zhangjiawan Town Central Primary School in Beijing,and promulgated the "rules of small basketball".Yao said that the purpose of proposing a small basketball development plan is to lay the talent foundation for the return of Chinese basketball to its peak.It bears the burden of basketball future development.Only when it comes from the grass-roots level,China can have more and more basketball talents,and the basketball level can be higher and higher,and it can become a reality to return to the world stage.The development plan of "small basketball" of China Basketball Association aims to attract more children to participate in basketball,to cultivate children’s interest in basketball from childhood,and lay a foundation for the training of basketball young reserve talents.This study takes Shaoyang small basketball development as the research object,from the following five aspects: Retrospection,development status,development dilemma,development foundation and breakthrough path,this paper analyzes the social foundation and realistic constraints of Shaoyang small basketball development,and analyzes the realistic situation and realistic constraints,It provides theoretical reference for the development of Shaoyang basketball.The results show that:(1)teachers and coaches have insufficient cognition of small basketball and poor understanding of basketball related knowledge.(2)Shaoyang small basketball events are backward in organization and management,with relatively single sources of funds,league level to be improved,League scale to be strengthened,referee satisfaction and other issues emerge.(3)Shaoyang City small basketball games operation funds are lack,the main income source mainly depends on the state financial subsidies,the local executives need to pay in advance.(4)The ability of coaches and referees needs to be improved.The corresponding grades of sports teachers and coaches are uneven,and there are relatively few coaches and referees with long professional training years and secondary referees certificate and above.(5)There are still a few teachers and coaches who don’t use small basketball and low basketball teaching,and the small basketball court is not standardized and the resources of the field are scarce.The research puts forward:(1)the policy of diversification guarantees the development of small basketball,first of all,we should strengthen the infrastructure construction of schools,improve the lack of school space resources and other disadvantages.Secondly,we should make clear the corresponding organization and management institutions in the branch,so as to make the League more standardized and complete.Thirdly,we should strengthen the training of coaches and teachers,and finally,we should actively introduce the participation of social forces such as enterprises.(2)To strengthen the organization and management of small basketball events,we should first promote the new ways of publicity.Secondly,more competition patterns are added in the age group.Finally,we should establish a professional and talented small basketball game operation team.(3)To establish a fund-raising mechanism for small basketball,the government should increase investment in small basketball business,encourage local enterprises and other market organizations to donate and sponsor small basketball.Set up a special development fund aimed at promoting the development of small basketball.(4)Improve the team quality of small basketball coaches,establish evaluation standards for small basketball coaches,and strengthen coaches training and learning.
