Abstract/Summary:
In recent years,due to the rapid economic development and the formation of a dual economic structure between urban and rural areas,saturated rural labor force and insufficient income,many young people choose to leave their hometown and work in first-tier and second-tier cities,thus giving young children the care of their parents.A large number of left-behind children,Sichuan Province is the largest province of left-behind children.Left-behind children are a vulnerable group,but also a large group.They are the future hope of the country and are rich human capital.Left-behind children want to change the status quo,education It is the primary way.To give left-behind children equal access to education is the ultimate goal of China’s education and welfare industry.The level of education welfare guarantees not only affects left-behind children themselves,but also has a huge impact on families and rural areas.It also relates to the overall level of education and welfare in China.Improvement and adjustment of social structure.In 2007,the Ministry of Civil Affairs proposed that China will promote the transformation of social welfare from a "fill-in-demand" to a "moderate Hewlett-Packard" type.Based on the theory of pluralistic welfare and combining its own national conditions,China is exploring an education and welfare system with Chinese characteristics.Education for left-behind children Welfare is an important part of China’s children’s social welfare system,and it is also in the stage of exploration and improvement.Against this background,the State Council has issued guidance on the education welfare of left-behind children,and active actions are being taken across the country to ensure the education of left-behind children.Welfare: The population base of left-behind children in Sichuan ranks first in the country,but education welfare have not yet advanced,and the education welfare of left-behind children in the region are still lagging behind.Therefore,in order to understand the current situation and needs of left-behind children’s education welfare in Sichuan Province,this article takes Study City as an example to analyze the current status of left-behind children’s education and welfare at the compulsory stage.By investigating the situation of left-behind children in the local area,we will understand the relevant welfare policies and explore issues.Focusing on the education,welfare of left-behind children’s families,society,and schools,it summarizes the problems of left-behind children’s poor educational resources,insufficient subject support,and low academic level.An in-depthanalysis of the specific reasons for existence includes: inadequate legal systems,insufficient funding,urban and rural areas Unbalanced resources,limited family education capacity,and lack of out-of-school education.Based on the concept of educational equity,this article introduces the theory of pluralism in social welfare,compares it with areas with relatively well-developed education and welfare systems at home and abroad,and puts forward the following suggestions based on local actual conditions: improve local rules and clarify the subject of responsibility,increase investment in education and welfare funds,Balance teaching conditions in urban and rural areas,provide legal supervision and technical support for family education,provide off-campus venues and services,and form multi-subject cooperative relationships.
