Disabled people are a large and well-characterized group.Due to the psychological and physiological defect,self-limitation and the imperfect social support system,few of the disabled can find job,they earned less income,they are easy to lose job,and vulnerable in the job market.Since the 18th National Congress of the Communist Party of China,the employment environment of the disabled has been further improved.The Party Central Committee with General Secretary Xi Jinping has established the development ideology of "people-centered",proposing to promote the all-round development of people,to maintain fairness and justice in society.The 18th National Congress determined to establish a service-oriented government as an important task for comprehensively deepening reform.In the process of establishing the service-oriented government and promoting the equalization of public services,the employment services for the disabled will embrace new opportunities.Based on the theoretical foundations of Maslow’s Demand theory,comparative advantage theory,and empowerment theory,this paper quantitatively analyzes the dynamic update data of disabled people’s service status and basic needs in the past three years to summarize the situation of the disabled person’s employment.Through interviews with public servant,representatives of disabled persons and service agencies for the disabled to find out the cause and seek solutions to improve the employment.Through qualitative analysis,the author finds that the disabled is not stable in their job position,few of the disabled can find job,a huge number of rural disabled people can’t earn their life and so on,analysis shows that the implementation of preferential policies and support measures is weak,and the service ability and awareness is not good enough,the decision-making mechanism is not practical,the human resources potential of disabled people is not fully recognized and tapped,and a single service supplier cannot meet the employment services of disabled persons.The unilateral service concept cannot improve the enthusiasm of employers to employ disabled people.As to solve the problems,the analysis proposes some suggestions: the first is to make full use of the potential of existing laws and policies,including refine the operational rules,strengthen cross-sectorial cooperation,and strengthen supervision;Secondly,focus on how to improve the service ability of the disabled,including deepen the reform of the Disabled Persons’ Federation,promote the socialization and information of employment services for the disabled;the third is to focus on the demand-oriented principle of service-oriented government,Pay attention to providing services to employers...
