Population policy is an important factor affecting social and economic development. In view of the fact that China’s total fertility rate has been lower than the population replacement level and the development trend of population aging for a long time. The government actively adjusts the fertility policy to cope with the current population problem in China. From the perspective of the whole process of reproduction, women shoulder the special mission and bear the main responsibility in the process of fertility. The adjustment of national fertility policy involves many aspects, among which the biggest characteristic is to open up the fertility of second child, but at the same time, the government also gives guarantees and rewards to the fertility subject who conforms to the policy stipulation in the aspect of fertility security. After the release of birth control,if women respond to the policy then choose to have a second child, the change of fertility behavior will affect the quality of women’s employment. However, whether maternity insurance, maternity assistance and maternity compensation provided by the government can make up for the impact of reproductive number on female employment quality is not certain. Therefore,in order to study the improvement of women’s employment quality under the background of fertility policy adjustment,it is necessary to comprehensively consider the impact of various aspects involved in fertility policy adjustment on female employment quality. Therefore, this paper actively discusses the improvement of women’s employment quality under the background of fertility policy adjustment. At first, for the "comprehensive two children" policy adjustments for more than two years of women’s employment quality present situation analysis, found that the adjustment of fertility policy that our country female employment quality problems mainly include the employment pressure increases, professional structural imbalance and human capital investment is not high and the social security measures inadequate compensation for women.Through the analysis to find theproblem of female employment in our country, after defining the concept of female employment quality,it is found that the connotation of female employment quality is quite extensive. Therefore,in order to study the employment quality of women from the perspective of economics, this paper mainly selects labor time and human capital investment as two economic proxy variables to study the employment quality of women under the background of fertility policy adjustment. On the basis of clarifying the research problems and objects, the model is constructed by referring to labor economics theory and combining diamond’s generation alternation model. Then through the theoretical analysis of the model, the research found the relationship between the number of children and women’s labor time and women’s human capital investment. And,this paper carries out numerical calibration and numerical simulation of parameters by combining the existing research results of the academic community and the current situation of macroeconomic development.Based on the change of the number of female births, the simulation test was carried out and the policy was optimized.Through the above analysis,it is mainly concluded that the increase the number of children will have a negative impact on women’s working time and human capital investment. And reducing child-rearing time, reducing the number of children or increasing the child-support ratio and increasing the coefficient of return on investment of human capital are conducive to improving the quality of women’s employment. Finally, the paper puts forward some suggestions on the optimization of fertility policy and employment policy.
