Since 2012,China has implemented the supervision and evaluation of the balanced development of compulsory education for seven years.A total of 2,717 counties have passed the national supervision and assessment,marking a crucial stage for basically balanced development.With the transformation of social contradictions,the appeal of compulsory education in China has been changed from "having the ability to learn" to " learning better" and the pursuit of education quality.In 2012,the ministry of education issued the interim measures for supervision and evaluation of balanced development of compulsory education at county level,which started the supervision and evaluation of balanced development of compulsory education at county level.In 2017,the ministry of education issued the supervision and evaluation methods for the quality and balanced development of compulsory education in county areas,thus kicking off the prelude of the quality and balanced development of compulsory education.In 2019,the CPC Central Committee and the State Council issued the opinions on deepening the reform of education and teaching and improving the quality of compulsory education in an all-round way.The opinions pointed out that we should guarantee the investment of compulsory education funds and promote the balanced development of compulsory education.The standard of school running conditions is the goal of the basic balance of compulsory education,and also the basis of promoting the balanced development of compulsory education and improving the quality of education.Ensuring that every student enjoys the same standards is the first step in addressing the problem of imbalance and inadequacy.China is large in land and abundant in resources,and its regional development is unbalanced.Especially in ethnic minority areas,due to natural,economic and historical reasons,the development of education is relatively backward,and there are differences in the demand for running schools.So how much will it cost to achieve the same goal?The problem of this paper is to calculate the theoretical cost and the realistic cost and determine whether the theoretical cost meets the realistic cost.Based on the theory of public goods,the theory of cost sharing and the theory of balanced development,the author studies the cost standard of compulsory education through literature research,interview and comparative research.Based on the evaluation method of county compulsory education quality and balanced development supervision and the basic standard of Hubei compulsory education school,this study calculates the average cost standard of compulsory education:the average cost standard of primary school students based on the high-quality and balanced development of compulsory education is 8638.34 yuan,the average cost of junior high school students is 10956.16 yuan;the average cost of junior high school students is 10956.16 yuan The average education cost standard of primary school students in Hubei Province is 8638.34 yuan,and that of junior high school students is 10940.48 yuan.Taking county C,located in Wuling mountain area,as a sample,the actual cost of county C is calculated by field survey and data compilation of Yearbook.The results show that the actual cost of primary school students in County C is 16139.99 yuan,and the actual cost of junior high school students is 20516.69 yuan,which is far beyond the cost of the two theoretical standards.The paper classifies and compares the education cost of each school in C County,and finds that the main reason for the high actual cost lies in:the personnel cost of non boarding school and rural school is higher,while the fixed asset cost of urban school is higher because of the school hardware construction.Based on the above calculation results,this study puts forward the following policy suggestions:making the cost standard of compulsory education in ethnic areas,implementing the differentiated policy;establishing the sharing mechanism of compulsory education in ethnic areas,improving the standard of public funds;improving the transfer payment system of compulsory education in ethnic areas,improving the treatment of teachers;strengthening the supervision and assessment of compulsory education in ethnic areas,and establishing the responsibility system Degree. |
