Evaluation Of Scientific Research Efficiency Of Humanities And Social Sciences In Universities

In 2018,Guangdong Province announced the promotion plan of "first-class,complementary and strong characteristics" for higher education,scientifically and reasonably evaluated the scientific research efficiency of high-level construction colleges and universities,and optimized the allocation of scientific research resources in Colleges and universities,so as to improve the efficiency of scientific research.Based on the theory of performance management and performance evaluation in the public sector,following the basic principles of comprehensiveness,systematization and objectivity,and from the perspective of discipline characteristics,this thesis selects three indicators as input indicators: the internal expenditure of research and development funds in the current year,the number of people who have invested in the current year and the expenditure of project funds in the current year,and the number of works,academic thesis and research advisory reports as input indicators output index,construct the evaluation index system of Humanities and social sciences research in Colleges and universities.In this thesis,DEA Malmquist model is used to analyze the efficiency and changes of scientific research on Humanities and Social Sciences in nine key high-level universities in Guangdong Province from 2011 to 2018.Through the empirical analysis,it is found that from the dynamic trend,the annual growth rate of total factor productivity of Humanities and social sciences research efficiency of the nine universities is less than 1,showing a weak recession trend,indicating that although the expenditure of scientific research funds increases year by year,the efficiency of scientific research has not been steadily improved with the increase of expenditure.To some extent,this shows that the management level of Humanities and social sciences research in Colleges and universities needs to be improved.Public sector managers should clearly establish the performance evaluation procedures of disciplines in Colleges and universities,which need to be guided and managed from three aspects of human resources,material resources and management methods,so as to find problems and solve problems,so as to guide the orderly development of disciplines in Colleges and universities and improve the performance of scientific research.
