The national university science park is an important platform for giving full play to the advantages of university resources,improving the transformation rate of scientific research achievements,cultivating small and medium-sized high-tech enterprises,strengthening industry-university-research cooperation,promoting regional economic development,and promoting the implementation of innovation strategies.Firstly,this paper summarizes the relevant research results at home and abroad.It sorts out the core concepts and related theories of input-output efficiency of national university science parks,introduces typical calculation models,and determines the research method of this paper.Then,the development status of national university science and technology parks in each province is expounded from the aspects of input and output.According to the results,except Shanghai,Jiangsu and Zhejiang,the input-output situation is relatively stable,and the input and output of national university science parks in other provinces are obviously different,by referring to the index selection principles of previous research,and considering the collectability of data,a national-level university science park input-output efficiency evaluation index system is constructed,and the three-stage DEA model is used to measure and calculate Input-output efficiency of national university science parks in25 provinces from 2014 to 2020;excluding the interference of random factors,SFA regression analysis is used to calculate more realistic efficiency values.Judging from the adjusted average comprehensive efficiency of each province,none of the 25 provinces has reached the effective DEA,indicating that the input-output efficiency of domestic national university science and technology parks is still low,mainly due to the low scale efficiency,and the efficiency of each region.There is a clear difference between the values.In addition,in order to study the change of input-output efficiency under a period of time,that is,dynamic efficiency,the Malmquist productivity index method was used to calculate the efficiency from 2014 to 2020.The results show that the total factor productivity of national university science parks is declining year by year.It is concluded that technological progress is the main factor hindering the improvement of total factor productivity.In order to further explore the main factors affecting the input-output efficiency of national university science and technology parks,determine the comprehensive efficiency value as the explained variable,and combine the actual situation and data availability to select the per capita GDP,government subsidy expenditure,and the number of undergraduate graduates.,industrial structure and Internet penetration rate are explanatory variables.The influencing factors and degree of influence of the input-output efficiency of national university science and technology parks are analyzed.The results show that except for the Internet coverage rate,there is a positive correlation with the input-output efficiency of national university science and technology parks.relation.Finally,the following countermeasures are proposed in combination with the three-helix theory:(1)the government strengthens the main position of government capital investment and optimizes the policy and regulatory environment;(2)the industry encourages social investment and promotes the coordinated development of the park;(3)the university side improves the guidance ability of the practitioners of the management institution and actively cultivates innovative and entrepreneurial talents..
