Research On Emergency Management Of Social Security Events In Colleges From The Perspective Of Public Crisis

In recent years,social security emergencies in colleges and universities have occurred from time to time.Individuals are mostly violent crimes,and groups are mostly group network violence,which has aroused widespread public concern.As the base of scientific research and training high-level talents in the new era,colleges and universities are deeply influenced by the political and social environment at home and abroad.With the rapid development of the Internet and the emergence of various new media,the contemporary college student community,as the “indigenous people” of the Internet era,has become the main user of various social media.Their enthusiasm for participating in domestic and foreign political and social hot spots is high.The shaping of values has not yet taken shape.They will be influenced and guided by all kinds of real and false information on the Internet,and some of them will become so-called "melon eating people" and "keyboard man".Everything that happens in colleges and universities may be fermented on the Internet.Under the influence of the Internet,hotspot public opinion has been formed,which has aroused public debate.Once social security emergencies occur in colleges and universities,they will spread rapidly under the amplification effect of self-media,which will have a negative impact on the healthy development of colleges and universities and social harmony and stability,which will bring great challenges to college governance.Under the background of the information age,the traditional experience of governance has been unable to meet the needs of the reality,how to use modern scientific and technological means to improve the efficiency of emergency management,and build a social security emergency management system to adapt to the development of the times,is an important part of its work to promote the modernization of governance system and governance capacity.From the perspective of public crisis management theory,this paper focuses on the social security emergencies in colleges and universities,using the 4R crisis management model proposed by Robert Hiss,starting from the four stages of reduction,preparation,response and recovery,and makes a positive exploration on how to improve the existing emergency management system of social security emergencies in colleges and universities.Based on the research status at home and abroad,this paper summarizes the current situation of emergency management of social security emergencies in colleges and universities in four stages,and through case analysis,points out the problems in the emergency management of colleges and universities in the four stages of reduction,preparation,response and recovery.On this basis,combined with the 4R crisis management theory,the article focuses on the optimization of the emergency management system of colleges and universities in four stages,and puts forward feasible suggestions and countermeasures to adapt to the development of the new period from four aspects: strengthening the protection in the "reduction" stage,building a solid defense in the "preparation" stage,improving the efficiency in the "reaction" stage and paying attention to the reconstruction in the stage of "recovery".
