Research On Emergency Management Of University Incidents

In recent years,China’s comprehensive strength has greatly improved,and the people’s quality of life has gradually improved.At this stage,it has reached a very important period of reform and transformation.Especially under the background of globalization,in the course of China’s development,the value of the people,cultural structure,and socio-economic conditions have changed a lot.The traditional social order has been broken,but a new order has not been established and improved yet.As an important platform for cultural dissemination,colleges and universities have concentrated young people with achievements,ambition and ideals.Although they are in a high-spirited grade,they are lacking and very susceptible to the influence of adverse factors,and be misguided.The State Council agency specially established the National Emergency Management Department in 2018,which is also a clear reminder of the importance of emergency management in national governance and fully reflects the important position of emergency management.As the main institution for training socialist successors,the stability and security of colleges and universities is very important^[1].In order to establish a good university environment,there must be a complete and scientific emergency response plan.However,many colleges and universities have many shortcomings in emergency response plans,which cannot effectively protect the safety of college students,and they are often passive when dealing with emergencies.This article firstly conducted a multi-level and in-depth study on the current situation of emergency management of multiple universities across both the country and Jinan through literature collection method,case analysis method,questionnaire method,etc.The main problems are as follows:the first point is that the emergency management early-warning mechanism is relatively weak;the second point is that the decision-making level of emergency management is not high;the third point is that the emergency management response capacity is not outstanding;the fourth point is the recovery of emergency management.The process is slow.Faced with these severe problems,the author combined with her own practical experience put forward several methods to improve the emergency management of colleges and universities:First,improve the response mechanism of the campus emergency management plan.Second,strengthen the construction of emergency management organization system.Third,build an emergency linkage mechanism for universities.Fourth,strengthen the emergency management and recovery mechanism of colleges and universities.Fifth,improve the accountability system for emergency management.It is hoped that by improving college emergency management methods,it can promote the orderly and healthy development of Chinese colleges and universities,deliver more high-quality and excellent talents to the society,and also contribute to the great rejuvenation of the Chinese nation.
