Research On Emergency Management Of Emergencies In Colleges And Universities In Qinghai Province

The outbreak of SARS in 2003 opened the chapter of emergency management in universities.Every provinces and cities have successively formulated emergency management measures for colleges and universities in line with the provincial conditions.From 2003 to 2018,colleges and universities in Qinghai province issued dozens of emergency management measures.However,in recent years,university emergencies are more frequent,so how to prevent them has become a practical problem that university administrators need to solve,and how to improve the emergency management ability and height of university emergencies is also a theoretical problem that needs to be dealt with urgently.This article through to the Qinghai province representative Q questionnaire of emergency management work of colleges and universities,found out the Q roughly the basic situation of emergency management in colleges and universities,using the 4R theory and the theory of crisis management to Q problem of emergency management in colleges and universities in accordance with the: Reduction,Readiness,Response,Recovery analyzes the four stages,points out the Q is backward emergency management and early warning mechanism is not sound,emergency disposal,not in time,a student mental health problems such as universal education attention.Based on the analysis of the causes of these problems,finally,by referring to the experience of emergency management in American and Japanese universities,this paper puts forward some measures and Suggestions that are suitable for the emergency management of Qinghai universities,such as changing the emergency management concept,improving the early warning mechanism,establishing an all-round linkage mechanism,and strengthening the psychological communication among students.The author hopes that through the analysis of this paper,the administrators of colleges and universities in Qinghai province can pay attention to the construction of emergency management of emergencies from the source.At the same time,it is also hoped that this paper can provide reference for improving the emergency management of colleges and universities in Qinghai province.
