Due to the influence of function,disability and background factors,the disabled persons have obstacles on physical structure and social participation.Besides,they have a great overlap with the elderly and the poor.They are more vulnerable than other groups in our society.Employment is the foundation of people’s livelihood.It is not only the foundation of survival and development,but also an important way to gain social value.This research objects to the person with the legal age of employment who has a disabled certificate.According to the "China Stastistical Yearbook on the Work for Persons with Disabilities" in recent years,the number of people with disability has generally increased.However,the low employment rate is a common problem faced by disabled people across the country.As of the end of 2018,there are still nearly 10 million disabled people who are not employed.It is urgent and necessary to find out the factors affecting the employment of persons with disabilities.Based on the perspective of capital endowment,this research employs resource endowment theory,selects persons with disabilities of age-appropriate employment in H province as the objects and uses the interview method and regression analysis method to analyze.Through detailed interviews with relevant representatives of persons with disabilities,township representatives working with the disability,district disabled persons’ federations and representatives of departments promoting the employment of persons with disabilities,we will understand the problems and the needs faced by disabled persons in their employment process.According to relevant literature review,it is found that the factors including basic demographic characteristics,public policies and social exclusion affect the employment of people with disabilities.From the perspective of capital endowment,the disability capital endowment is categoried into human capital,social capital,financial capital,physical capital and rehabilitation capital.The logistic binary regression model is used to test the relationship between these capitals and employment.The results show that the capital endowment of the disabled has a positive effect on the employment choice.The richer the capital endowment is,the greater the possibility of employment is.Among the five types of capital,human capital has the greatest impact on employment.On this basis,combined with the disability capital endowment analysis,employment status survey and empirical analysis conclusions,it proposes fivemeasures to promote the employment of disabled persons.One is to establish a diversified education system for the disabled,promote student aid programs,and strengthen higher education to enrich human capital.The second is to establish a collaborative network among the government,market,individuals,and society as the main part.The third is to increase capital support including credit.The fourth is to strengthen infrastructure upgrade.The fifth is to promote community rehabilitation. |
