At present,competition in all aspects of society is becoming increasingly fierce,and talents,as a key influencing factor in competition,are increasingly valued.At this stage,the development of human resources in our country has gradually evolved from a demographic dividend to a talent dividend,and giving play to the supporting role of talents is a necessary condition for rapid economic and social development.In this context,it is inevitable to vigorously attract innovative thinking,especially to accelerate the pace of the introduction of professional and technical personnel,which has become the focus of the current strategy of strengthening the country by talents.Under the new situation that the central government strongly supports the construction of the “Belt and Road” initiative,Tibet actively promotes the introduction of professional and technical personnel,and strives to build it into a gathering place for professional and technical personnel for everyone,which is of great significance to Tibet’s economic and social development.Due to its remote location and the influence of environmental and economic factors,Tibet is in a disadvantaged position compared with parts of the interior in the process of talent introduction.In order to effectively solve the problem of talent shortage in the region,the Tibet Autonomous Region Government has implemented the strategy ofstrengthening the region by talents,intensified the introduction of talents,and introduced a number of policies to attract talents in accordance with the special conditions and circumstances of Tibet.The emphasis on the introduction of technical talents has introduced a number of preferential policies to attract professional talents,providing talent guarantee and intellectual support for the development of plateau economy.It is undeniable that Tibet has achieved obvious results in the introduction of professional and technical talents in recent years,but in the face of this fierce competition for talents,there are still disadvantages and many problems still need to be resolved.On the basis of related research at home and abroad,this paper uses human capital theory,talent flow theory,talent prediction theory and motivation theory as the theoretical basis of this article.At the same time,combining with the practice of the introduction of professional and technical talents in Tibet in recent years,it applies the literature analysis method and investigation.Research methods,combining qualitative and quantitative analysis methods,analyze the current problems faced by Tibet in the introduction of professional and technical personnel,and use a binary regression method to predict the demand for professional and technical personnel in Tibet in the next few years,and provide quantitative information for the introduction of professional and technical personnel Objectives,and finally put forward valuable countermeasuresand suggestions for the introduction of professional and technical personnel in Tibet.The structure of this article is divided into five parts:Introductory part(Chapter 1),this chapter mainly introduces the research background,research significance,definition of related concepts,domestic and international research review,research content and method,innovation and deficiency.The second part(Chapter 2),the theoretical basis.The third part(Chapters 3 and 4)studies the current situation of Tibet’s professional and technical personnel introduction,and analyzes the problems and influencing factors of Tibet’s professional and technical personnel introduction.The fourth part(Chapter 5),the goals and tasks of the introduction of Tibet’s professional and technical personnel,by using Tibet’s per capita GDP and the number of employees as independent variables and the number of Tibet’s professional and technical personnel as the dependent variable,using SPSS22.0 software to establish three The correlation between the two uses the binary regression method to derive specific formulas to predict the demand for professional and technical personnel in Tibet in the next few years and to provide quantitative data for the introduction of professional and technical personnel.The fifth part(Chapter 6),according to the current problems in the introduction of professional and technical talents in Tibet and the goals offuture professional and technical talents introduction,use the PEST model to put forward countermeasures and suggestions for the introduction of specialized and technical talents in Tibet.
