Research On The Establishment And Eeasurement Of The Index System Of Citizenization Level Of Floating Population In China

The fourth plenary session of the 19 th central committee of the communist party of China proposed to thoroughly implement the level of urban modernization governance and further promote the development of urbanization.Citizenization is an important way to improve the quality of urbanization.In 2017,China’s floating population reached 245 million.They are a huge group that cannot be ignored,and they are also an important force for urban economic development in China.Affected by the household registration system,the floating population does not enjoy the same treatment as local urban residents in employment,income,medical treatment and education.Therefore,the study of citizenization of floating population is of great significance to improve the level of urbanization and solve the new contradictions in urban economic development.In order to measure the citizenization level of floating population in China,a reasonable index system of citizenization level should be constructed.Aiming at the research on citizenization of floating population,this paper firstly USES the dynamic monitoring data of floating population in 2017 to build an indicator system of citizenization from six dimensions of employment,economy,residence,social security,identity and local integration.Then,according to the index system,the citizenization level and regional differences of the floating population are calculated from the three perspectives of the general population,provinces and different economic belts.Finally,the author USES the data of the tutor project to make qualitative analysis on the typical cases,and USES real cases to reflect the real citizenization level of the floating population in the destination.The results show that the level of citizenization of floating population in China is low and it is in the stage of semi-citizenization.In terms of employment and income,they have a certain gap with the residents in the destination.They are mainly engaged in self-employment and low-skilled jobs in the private sector.In order to make a better life,they will try their best to reduce the cost of living in the destination.From the point of view of provinces and different economic belts,provinces or regions with high economic development level have relatively weak competitiveness of floating population and relatively low level of citizenization.Improving the level of citizenization requires the efforts of individuals,the support of enterprises and the help of the government.The government needs to guide the flow direction of the floating population and realize the nearby transfer within the province.We will take multiple measures to fully improve the citizenization of the floating population.Based on the above research,the main contribution of this paper is as follows: first,to redefine the mark of citizenization of floating population,that is,the research object group has similar level with local residents in key indicators.Secondly,the index system of citizenization is constructed by combining relative index with absolute index.Thirdly,in addition to quantitative analysis,the addition of qualitative analysis is conducive to the comprehensive and accurate analysis and evaluation of citizenization level,and provides new research ideas and methods for the follow-up research on citizenization.
