| In the past ten years,it has been mentioned in a series of policy documents promulgated by the state that a school information supervisor(equivalent to the chief information officer)should be established."Education Informatization 2.0 Plan" clearly stated that the establishment of chief information officers at all levels and types of schools,and clarify the responsible department,overall planning and development of the school’s information.It can be seen that the role of the school’s chief information officer(CIO)is very important.However,reviewing the literature reveals that there are not many domestic researches dedicated to CIOs in primary and secondary schools.Most of the research at home and abroad is concentrated on enterprises and universities.Therefore,it is necessary to clarify the connotation of the CIO,analyze the job positioning and job roles of the CIOs in primary and secondary schools,and build its ability and quality structure;based on this ability and quality structure,select A City in Ningxia to investigate the current status and existing problems of the CIO ’s ability and quality,And put forward targeted promotion strategies.The research has profound significance for the construction of Ningxia’s "Internet+Education" demonstration area.First of all,a set of primary and secondary school CIO competence and quality framework was determined.Through the literature research method,define the core concepts such as CIO and competence;combing the educational informatization policy documents and CIO related research,combined with the CIO’s role positioning and job analysis,a set of primary and secondary school CIO competency framework has been initially determined:The framework uses expert anonymous interviews(Delphi)to modify and improve the competency framework based on expert feedback.The final competency framework includes three first-level indicators of "knowledge,ability and professional sentiment",27 second-level indicators such as "knowledge of school information transformation" and several third-level indicators.This ability and quality structure is the basis and basis for later investigations.Second,based on the competency framework,design survey tools and carry out survey research.Based on the competency framework,the survey questionnaire and interview outline were designed,and some CIOs in primary and secondary schools in A city of Ningxia were selected as the survey object to investigate the current status and existing problems of their competence.After investigation,the following problems were found:(1)Knowledge level:information technology and curriculum integration,educational technology and project management knowledge are relatively weak,school information reform,insufficient information strategy knowledge reserves,knowledge of emerging technologies and equipment maintenance To be strengthened;(2)Ability level:Infonnatization planning and development capability,informatization evaluation capability,and informatization strategic thinking capability have not yet reached a high level;(3)Professional sentiment level:CIO’s own information awareness and innovation spirit need to be improved And other issues.In response to the above problems,analyze the causes of the problems,mainly including:the relevant education departments attach importance to education informatization,but the degree of attention to CIO training is not enough;the function of the information management team is insufficient;CIO lacks systematic and targeted training;Insufficient funding for informatization construction indirectly affects CIO informatization planning and development capabilities;CIO career development motivation is insufficient.Finally,according to the above reasons,the right medicine is put forward,and the path and strategy for improving the ability and quality are proposed,including:(1)establishing and improving CIO systems to promote school information construction;(2)rationally selecting members of the information team and improving team information Leadership;(3)Innovate the CIO training model to improve its ability and quality;(4)Set up special funds for informatization to ensure the sustainable development of school informatization;(5)Establish relevant incentive mechanisms to enhance the CIO’s internal development momentum. |
