| With the development of market economy and the change of family structure,the problem of "it is difficult for children to leave school" has become increasingly prominent.To do a good job of after-school service for primary school students has become one of the livelihood issues that the government and relevant departments have been trying to solve in recent two years.After the introduction of the national after-school service policy,the local government responded to the policy requirements of the higher authorities and carried out the after-school service in line with the local needs.In addition to compulsory education,after-school service belongs to the category of public service,which needs to be carried out in many ways.It involves multiple governance and coordination.In the process of development,there are a series of problems such as unclear rights and responsibilities,difficulties in coordination,and inadequate mechanism guarantee.With the deepening of education system and mechanism reform,combined with the development of Internet big data platform technology,the popularization of intelligent mobile terminals,the general trend of family school community education,the comprehensive management of out of school training institutions and the problem of after-school 4:30,and in order to promote the development of students’ physical and mental health and quality,the H District Government of Guangzhou purchased education services through the government and introduced a third-party management In order to solve the problem of collaborative governance in school after-school service,the platform should be built to connect schools,social institutions and families,and build a collaborative governance mechanism with regional characteristics.This paper takes H District of Guangzhou as an example,mainly through the perspective of collaborative governance theory,through literature analysis and in-depth interviews,analyzes the power system,main body division,collaborative operation mode,practical results and shortcomings of the service collaborative governance mechanism,and on the basis of the excellent cases of the after-school service collaborative governance mechanism in H District of Guangzhou,for the primary schools in other regions Some enlightening suggestions are put forward for the management of after-school service.The introduction part of this study is mainly based on the existing research on after-school services in primary schools,combined with the general situation of domestic service implementation,to propose the current collaborative governance of after-school services in primary schools,and to basically elaborate the purpose,significance,methods and ideas of this study.The main body of this study consists of four chapters.The first chapter is to define the core concept and analyze the theoretical basis of the after-school service collaborative governance mechanism in primary schools.The second chapter presents the original situation of collaborative governance mechanism of after-school service in H District primary school in Guangzhou from three aspects: case background,case grassroots governance and case headquarters governance.The third chapter analyzes the mechanism in terms of power system,cooperative operation mode,practical effect and existing problems.The fourth chapter is based on the case of collaborative governance of after-school service in primary schools in H District of Guangzhou City,and puts forward some enlightening suggestions for the governance of after-school service in primary schools: optimizing the coordination of after-school service governance in primary schools,promoting the integration of urban and rural areas in the governance of after-school service in primary schools,balancing the gap between the quality of training inside and outside the school of after-school service institutions,etc.The conclusion part of this study is a summary of the whole research,and it is clear that the next research direction is the urban-rural gap of after-school service governance in primary schools. |
