The Research On Diversified Education Funds Investment Problems Of Non-Profit Private Collages And Universities Inchina

Today,most private collages and universities are short of funds,and the issue of diversification of education funding is a topic of common concern of all stakeholders.Especially when Private Education Promotion Law is passed by the Standing Committee of the National People’s Congress in 2016,the issue is even caused concern and hot scholars.In the context of the diversification of education funds became the general funding strategy for non-profit private colleges and universities of all over the world,collages and universities in our country are also showing a trend of diversification.However,this kind diversity is unbalanced for it is maily from tuition,and has many problems.So,drawing lessons from international experience,analyzing the existing problems and putting forward suggestions for improvement are the main ideas of this study.Non-profit private colleges and universities are not for profit,the profit is not used for the allocation of members,and the assetscan not be changed into personal assets under any circumstances at any time.On the principle of law,private colleges and universities in our country belong to private non-enterprise organization,so they are non-profit collages and universities.In the start-up period,some non-profit private colleges and universities started from scratch,succeded by rolling development;somerestructured themseves,succeded by institutional innovation;some created collages by donation or investment and developed rapitedly.At present,thesources of funding situation of China’s non-profit private colleges and universities are as follows: the founders’ total investment are ups and downs,decreased year by year;total tuition revenue increased,but the proportion decreased year by year;total government funding increased year by year,but the overall proportion is low;the social donation and self-support income is ups and downs,and also relatively low.Compared to the United States,Japan,South Korea,Mexico,India and other countries,especially the United States,the tuition fees,donations,government grants,the self-supported income accounted for a reasonable proportion,relatively balanced,our collages and universities can draw a lot of inspiration from it.Overall,non-profit private collages and universities’ education funds investment in China has problems as like: the system is not perfect,the investment structure is not reasonable,the donation propotion is too low,the self-support revenue is too little,etc.Based on the analysis of causes,and lessons from many beneficial practices of foreign countries,this paper puts forward the following countermeasures: improving the system of classified management,safely handling of property rights;increasing governmental financial investment,guaranteeing the fund stable and accurate;improving foundation system,actively striving for social donation;promoting cooperation further,expanding self-support income;promoting public-private partnerships and improving governance.With the improvement of our government governance system and governance capacity,the government and universities will play their respective advantages,use various policy tools,and jointly promote thedevelopment of non-profit private collages and universities,which will make the investment more diverse,reasonable and balanced.In the background of new Private Education Promotion Law’s enaction and the classification management era,the development of China’s non-profit private collages and universities are facing many certain trends and uncertain issues.These trends and issues will interact mutually and interweave each other,and together outline the future development prospect of China’s non-profit private higher education.
