With the development of the Internet information technology and put forward the concept of lifelong learning,distance education market is facing fierce competition.Therefore,in order to meet the needs of students’ growing and realize the long-term development of county-level radio and television university,must strengthen the theory of strategic management guidance.Under this background,the enterprise strategic management theory,this paper,using literature method,questionnaire survey method and interview method,the county TV university’s external environment and internal conditions such as resource ability,on the basis of system analysis,analysis of the strategic behavior,taking yongan county electricity greatly example to carry on the strategic choice,strategy formulation,implementation and appraisal of the county-level radio and television university to provide the reference basis.The article adopts the method of SWOT analysis,found the wing at the county level TV university has the advantages of:has established a relatively perfect teaching management system and the formation of characteristic county community education operating mode.Through interview and questionnaire survey,it is concluded that the present disadvantage is:school orientation fuzzy,lack of clear goals to support,the lack of teaching resources,teaching staff is weak,development way of the single,funds nervous,insufficient development,social cognition,educational idea identity difference,the management strength is weak,the management efficiency is low and the single evaluation method,evaluation difficult.The cause of the problems mainly include:absence of governmental management failed to timely change,TV university internal management system is not sound,lack of due and the guarantee of laws and regulations and the correspondence and the impact of network education on TV university education.Opportunities include:TV university degree education approval by the state and society,the advantages of TV university system in running schools,an exemption entrance of the open policy and the geographical position is superior,and has a competitive advantage in the competition system of TV university students.Facing the threat of mainly includes:enrollment expansion of colleges and universities,make TV university full-time school classes atrophy,the emergence of network school,become a TV university strong competitors and independent setting of TV university,system integrity.Based on the SWOT analysis method,comprehensive evaluation and analysis of wing on radio and television university of various factors,the final development strategy should choose SO strategy.Finally,puts forward some countermeasures for fujian county-level radio and television university development strategy and implementation.The government should perfect the educational input mechanism,educational system and the transformation government function innovation investment,innovation Open University management system and operation mechanism.Rtvu themselves,should strive for the transformation idea,school-running autonomy,improve the internal resources and innovation mechanism,promote the innovation in teaching pattern,deepening management system.
