| In recent years,community governance has received great attention both in central policy and local practice.While the overall level of community governance continues to improve,communities are also faced with the problem of timely transformation from fine governance of gentle wind and gentle rain to rapid emergency management of rapid wind and sudden rain when facing major public emergencies,which highlights the poor resilience effect of communities.The COVID-19 pandemic is a major test of community governance capacity.Community residents’ needs for healthy,safe and smart communities have become more prominent after the epidemic,which requires us to accelerate the pace of community resilience building,respond to external threats more quickly,and ensure the health and safety of community residents.Therefore,in the context of frequent emergencies,it is of great significance to strengthen the research on resilience of urban communities and analyze the process of adaptation and self-recovery of communities when risks occur,for deepening the understanding of resilience of urban communities and promoting the sustainable development of urban communities in the face of risks.First of all,to the community governance,community emergency management,community resilience carding literature,reviews the research on community resilience paradigm on the basis of investigation and community emergency management reality,combining and community have higher in particular complex adaptive system theory,from the Angle of procedural construct the mechanism of "foundation-motivation-mechanism " community resilience analysis framework,It provides a foundation for theoretical construction and multi-case analysis.In the framework system of community resilience analysis,"foundation" includes subjects and resources,"motivation" includes external impact,internal adaptation and system evolution,and "mechanism" includes information detection,built-in rules and behavioral effects.Secondly,the resilience theory of urban communities is constructed from the three levels of principle,dimension and logic: the principles of adhering to the party’s leadership and people first,seeking truth from facts and learning and reflection,and adhering to the full cycle governance and stage adjustment.Control as the effectiveness guarantee of urban community resilience,development as the basic goal of urban community resilience,adaptive as the constant new dimension of urban community resilience.Internal logic is based on the internal model,identification and building blocks of complex adaptive systems.Thirdly,select cases and collect relevant information.Analyze the case and discuss the current urban community resilience in multivariate main body lack the depth of cooperation,distribution channel not free resources supply and demand was not well prepared,risk defense weren’t positive enough,risk response,risk is not continuous learning process,and low efficiency of information transmission,weak consensus of rule interaction and behavior effect of small gain such shortcomings.Finally,based on the above analysis,practical strategies to optimize resilience of urban communities are proposed,namely:Adhere to the leadership of the party as the core of diverse cooperation,promote the resources of the docking of supply and demand oriented,with risk defense repair slow external shocks,to prepare for risk to enhance internal reflection,to risk study for the continuation of system evolution,flow based on the effective communication of information dissemination,deepen with dialogue and consultation for the principle rules of consensus,strengthening the characteristics of disaster reduction gain behavior effect In order to promote the development of local resilience theory and practice innovation of urban communities in China. |
