Study On The Difficulties And Countermeasures Of Effective Connection Between Poverty Alleviation And Rural Revitalization

At present,the first centenary goal of eradicating absolute poverty in all respects and building a moderately prosperous society in all respects has been achieved.The working and living conditions of people in poor areas have undergone great changes,but relative poverty still exists.In order to consolidate and expand the achievements of poverty alleviation,thoroughly solve poverty,and comprehensively promote rural revitalization,the CPC Central Committee has put forward a strategic plan to effectively link the achievements of poverty alleviation and rural revitalization.From the practice of rural areas,poverty alleviation and rural revitalization are linked in the following difficulties,such as the failure of follow-up development of poverty alleviation industry,the lack of development motivation of the main body of poverty alleviation,and poor connection of policy mechanisms.Therefore,in-depth study of the effective linkage between the two is of great theoretical and practical importance for stabilizing poverty alleviation,accelerating agricultural and rural modernization,striving for the realization of the second Centenary Goal and achieving prosperity for all.In this thesis,according to the theory of Marx and Engels anti-poverty and one common prosperity theory as the foundation of the communist party of China,based on the effective connection ways of rural poverty to revitalize the reality basis,combing and analysis to achieve effective connection between the main trouble,and puts forward the countermeasures,aims to further implement crucial and rural revitalization of effective connection to provide the reference.This thesis is divided into four parts:The first part discusses the connotation and inner connection of effective connection between poverty alleviation and rural revitalization.In terms of connotation,the effective connection between poverty alleviation and rural revitalization mainly includes target connection,content connection and path connection.In terms of connection,poverty alleviation and rural revitalization are effectively linked,which fully reflects the continuity of strategic principles,sequential strategic timing and coordinated promotion of strategic arrangements.The second part puts forward the theoretical and practical basis of effective connection between poverty alleviation and rural revitalization.Its theoretical basis is the anti-poverty theory of Marx and Engels and the theory of common prosperity of Chinese Communists.Its realistic basis is the urgent need to consolidate and expand the achievements of poverty alleviation,the urgent need to accelerate the solution of rural relative poverty,and the task need to fully implement the policy of "agriculture,rural areas and farmers".The third part explores the main difficulties in the effective connection between poverty alleviation and rural revitalization.At present,there are four main difficulties in the effective connection between poverty alleviation and rural revitalization in China,the slow connection between rural industry poverty alleviation and rural revitalization,the poor connection between poverty alleviation and rural revitalization policies and plans,and the lag in the transformation between poverty alleviation and rural revitalization participants.The fourth part puts forward the solutions of improving poverty management ability,guiding and promoting the sustainable development of rural industries,perfecting the effective linkage policy system and planning mechanism,and accelerating the transformation from "passive support" to "active revitalization",so as to accelerate the effective linkage between poverty alleviation and rural revitalization.
