| With the development of the times,voluntary service has increasingly become an indispensable part of social governance.Especially in the "fourteenth five year plan" period,voluntary service has extended from the initial individualization and administration to the project and normalization.As a key role of voluntary service,college students’ voluntary service has also changed from the initial pursuit of "moral experience" to the realization of "social benefits",and has become an important way for contemporary college students to contact the society,serve the society and improve their practical skills.In recent years,the concept of project management has been gradually introduced into voluntary service.Many colleges and universities have begun to take project as the main way of voluntary service operation.It has innovated the operation mode of College Students’ voluntary service,become the internal driving force for the sustainable development of College Students’ voluntary service,and play a positive role in the civilized practice of the new era and improving the level of social governance.Under the leadership of the party and the continuous promotion of the Communist Youth League,China’s youth volunteer service projects have developed rapidly and made many achievements.However,from the current practice,the problems of "not going far" and "not doing much" still exist in the volunteer service projects of college students,mainly manifested in the insufficient management in the project-based operation.This paper takes the "three circle theory" and "cooperative governance theory" as the research theoretical framework,and mainly takes the stages of project initiation,development,implementation,closure and summary as the main process of the project-based operation of College Students’ voluntary service.It uses the methods of literature research,case study,questionnaire survey and interview to analyze the existing problems and reasons,and explore the improvement path of the project-based operation of College Students’ voluntary service.This paper selects two volunteer service projects for college students in a university in S City,namely "love umbrella,care for children’s oral health" and "happy company",as the case study object,and comprehensively describes the project-based operation ability of the sample of volunteer service for college students.From the practical investigation,its operation ability has not reached a high level.The main reasons are the lack of overall planning for the volunteer service project,the single content,the excessive interference of administrative forces in the implementation process,the insufficient awareness of integrating resources,and the insufficient motivation of volunteers to participate.At the same time,the construction of volunteer service organizations is not perfect,and the operation process is lack of standardization and operability,which makes the operation effect of the project more general.By learning from the advanced experience in the project-based operation of College Students’ voluntary service at home and abroad,to provide optimization ideas for improving the project-based operation ability,it is suggested that the planning and development professionalism of students’ voluntary service projects should be improved first,and then a diversified and cooperative project-based operation and management mode should be established to improve the social identity of voluntary service,so as to standardize the implementation and management process of voluntary service projects,At the same time,the evaluation and result management of volunteer service projects are continuously optimized.In order to improve the level of project-based operation,make colleges and universities better carry out the work of College Students’ voluntary service projects,and provide some thoughts for other scholars who conduct research on College Students’ voluntary service. |
