| The reform and opening up has brought the rapid development of the socialist market economy in China.The rural population,which was bound by the household registration system,has been affected by the process of industrialization and urbanization.The gradual reform of the household registration system has enabled the release of the accumulated demographic dividend and the huge amount of labor provided to the economic development of China..Because of the imbalance of economic development,the majority of the population is unbalanced.The floating population quickly poured into the developed and second tier cities,and the local residents seized limited urban resources,such as education,medical treatment,transportation and housing,and the inevitable conflicts of interests and cultural conflicts between the urban residents and the floating population.The shortage of urban housing resources and the rigid housing demand of floating population make the group renting in urban communities appear in large numbers.The group rental housing makes the same community living together with the local residents,the two groups have a more distinct difference in social life.In this way,problems begin to expose in the process of contact,and the conflict between the two groups is becoming increasingly fierce.The group rental housing has become a hot social question,and the urbanization of our country is still at the beginning.At the stage of the stage,the government’s ability to produce problems in the process of urbanization is not high,and it can not effectively resolve these contradictions and conflicts in time and bring hidden dangers to the harmony and stability of the city.This paper introduces the research results of the floating population and the renting house at home and abroad,and uses the broken window theory,the theory of relative stripping right,the theory of social support and the theory of crime control,and combines the literature analysis method,the comparative research method and the case study method.First,describe the phenomenon of group renting,and analyze the characteristics of group renting in depth.Based on the renting management of C community group in G District of S City,this paper discusses the problems of public security,fire,noise,environment and health,as well as the causes of the related problems.Secondly,on this basis,it points out some deficiencies of C community in group renting governance,and analyzes the causes in depth.Finally,on the basis of the above analysis,from the background of social governance innovation,we explore the new model of group rental housing management,the multi governance mechanism of renting houses,the construction of social security prevention and control system,the construction of intelligent city and so on,and put forward the countermeasures from the Perspective of community policing.In order to resolve the contradictions caused by the nuisance of the renting house,reduce the public security problems,and eliminate the potential public security risks caused by the renting of the group,it will help the floating population to be better integrated into the community life,harmonizing the relationship between the floating population and the local residents,and create a harmonious community living atmosphere for the floating population and the people. |
