Research On The Countermeasures For Improving The Supply Of Home-based Elderly Care Service In Ganjingzi District Of Dalian

Since 2000,home care services have been evolving in practice in China for 20 years.In early 2021,China’s 14 th Five-Year Plan voted by the National People’s Congress puts forward two clear requirements for the establishment of an elderly care service system,namely,"coordination of home and community institutions" and "combination of medical care and health care".By the middle of 2021,the National Development and Reform Commission has taken the lead in printing and distributing the implementation plan for the population aging project,which puts forward more specific and detailed requirements for the construction of a home care service network,and the overall requirements need to be "chained" and "standardized",In addition to the disability care,the service provision also includes 5 common contents,namely "meal,bath,cleaning,medical assistance,etc.".Actively taking action to deal with the problem of population aging is not only a change that actively adapts to the new normal of the economy,but also has a bearing on the overall development of the country and the well-being of hundreds of millions of people.The nearly 330,000 people over 60 years old in Ganjingzi District of Dalian have brought huge demand for elderly care services,and the existing supply of home elderly care services in the region is also facing many difficulties.On the basis of accurately defining the concept of home care service supply,this article uses public product theory and welfare pluralism theory,through theoretical research methods,literature research methods,comparative analysis methods,field survey methods,questionnaire methods,etc.A comparative study on the supply of home care services and the practice in domestic areas was made,and the current situation of the supply of home care services in Ganjingzi District community was basically sorted out.A large number of questionnaires and interviews were carried out online and on-site.Through the above combing and research,it is concluded that the home care service supply in Ganjingzi District has the problems of ambiguous positioning of the elderly care supply body,weak family acceptance of community home care services,poor service quality provided by staff,and relatively single home care service items.On this basis,in response to the above shortcomings or problems,the countermeasures and suggestions for improving the supply of home care services in Ganjingzi District are discussed,including integrating resources for the elderly,strengthening publicity and education,training professionals for the elderly,and exploring the informatization of elderly care services.
