A Study On The Administrative Filing Review System Of Administrative Normative Documents

Administrative normative texts play an important role in public administration.Although administrative normative texts are at the bottom of the legal ladder,they are closely related to people’s daily lives,learning,etc.As the country develops,administrative normative texts are more and more numerous.In practice,in view of the illegal and unjustified difficulties inherent in administrative normative texts and the shortcomings of their control system,the administrative normative texts drawn up by certain administrative bodies have been cut off from the real life of the population.Illegal and unjustifiable administrative normative acts undermine the legitimate interests of the people and not only cause some harm to the people,but also pose certain risks to society.In order to protect the legitimate rights and interests of the administration its counterparts and to achieve the ambitious goal of governing the country in accordance with the law,we must carry out a comprehensive,scientific and effective management of administrative normative documents,that is,a review of administrative files.In practice,the examination of the administrative file,although it itself has many shortcomings and inadequacies in relation to certain methods of external control,undoubtedly plays an important role in the internal control of the administration,which underlines the importance of the examination of the administrative file.The first part provides an overview of our administrative file review system.The definition,characteristics and criteria for judging the administrative normative documents of our country were examined,as well as the content,theoretical basis and meaning of the administrative file review system.The second part focuses on the analysis of the content of the administrative record review system developed by the provinces,in order to summarize the current state of the administrative record review system in the provinces of the country through the generalization and analysis of the system.The administrative file review system is currently in place across the country,but varies from region to region.In the third part,summarizing the current state of the administrative deposit review system in the specific operating process,one can identify the problems and examine the current shortcomings of the administrative filing review system of the country’s administrative normative documents from the point of view of the scope of the administrative filing review,procedures,accountability standards,modalities and mechanisms.The review of the reports on the review of administrative registers in recent years and the problems encountered in the review of existing administrative registers have made it possible to carry out a preliminary study on ways to improve the system of examination of administrative registers in our country.the shortcomings of the administrative register review system can be improved through five recommendations aimed at clarifying the scope,standard-setting procedures,clear criteria,optimization and a robust accountability system,which will allow for better application of the administrative register review system in the administrative normative document control system.
