| The rule of law is the best environment for doing business.A business environment governed by the rule of law is an important cornerstone for the high-quality development of a modern economic system.In the context of economic globalisation,a business environment governed by the rule of law has become an important part of the soft power of an economy and a new arena for countries around the world to play against each other.In the latest Doing Business report published by the World Bank Group in 2020,China is one of the economies that have improved the business environment the most globally,rising to 31 st place for the first time in the world,and ranking second in East Asia after Japan.Since the 19 th Party Congress,China’s stage of economic development has moved from high growth to high quality development.This reflects the significant development of the rule of law business environment in China.The optimisation of the rule of law business environment is an important driving force for high-quality economic development.While the central government is steadily promoting the construction of a business environment,local governments should also promptly review the special situation of the rule of law construction of the local business environment,in line with the rule of law process of China’s business environment.Looking at the overall level of development of the rule of law business environment in different regions of the country,the level of development of the rule of law business environment is in a state of increasing imbalance from east to west.The western region still lags behind the eastern and central regions in terms of the overall level of development of a business environment based on the rule of law.The rule of law assessment is an important research paradigm for addressing the imbalance in the development of the business environment.As the business environment has its commonalities and differences,the assessment of the rule of law in the western region also has its own special aspects.Through a step-by-step conceptual introduction from the business environment to the rule of law assessment of the business environment in the Western region,this paper recognises that the rule of law assessment of the business environment in the Western region is a quantitative indicator-based research approach and research paradigm based on the practice of the rule of law in the Western region.The theoretical foundations of the logic of the legal texts on doing business in the western region and the rule of law economy and rule of law government are clarified,and the significance of conducting a rule of law assessment of the business environment in the western region in terms of rule of law development,resource flow,western development and deepening reform is understood.A comprehensive comparison of the assessment of the rule of law in the business environment in the eastern and western regions in terms of assessment philosophy and assessment practice.The peculiarities of the rule of law assessment of the business environment in the western region are the relative ambiguity or lack of local assessment concepts,the insufficient attention paid by local governments to the business environment and its rule of law assessment,the lack of obvious rule of law overtones in the assessment system,the setting of assessment indicators that do not fully reflect local practical needs and painful and difficult points,and the overall low level of the rule of law assessment of the business environment in the region.The reasons for this are the lack of local theoretical reserves,the lack of recognition from local governments,the neglect of research by local resources,the relative lack of local talents,and the imbalance in the development of the internal environment.Along the five practical paths of assessment theory formation,local government attention,the study of local resources,local talent cultivation and local assessment synergy,the special requirements of the assessment of the business environment and rule of law in the western region are met. |
