Case Study Of Community Grid Governance In Shuangliu District Of Chengdu

Modernizing the governance of community is a symbolic initiative to improve both capacity and level of national modernized governance while it is in line with the reform aimed to modernize national governance system.As a megalopolis in southwest China,the Government of Chengdu City bears pressure much harder than others when it undertakes specific tasks in community management.As the core urban area of Chengdu City,Shuangliu District has optimized an efficient and refined community governance system with "five networks of society,four maps of activity and three ways of selfgovernance",which has contributed greatly to the improvement of governance capacity and to the supply of defined community services at Shuangliu District Government level.The body selected in this paper to be studied is the practical activity in community grid governance of Shuangliu District.Based on a research for practical case,it will explore the elements,innovative methods and operation and social organization service of community grid governance promoted by the Shuangliu Government,which shows great significance for promoting community grid governance in other cities.In this paper,firstly we learn about the achievements of domestic and foreign experts on community grid governance then define the core concepts,such as community,community governance and community grid governance while introduces the scientific theories that could support the research of this paper,such as community governance theory and public governance theory,which play the role of basis and reference for indepth analysis of the subsequent sections;Secondly,by using case study methodology,according to the case of community grid governance of Shuangliu District,it focuses on focuses on the development process,governance background and ideas of Community Grid governance in Chengdu,as well as the constituent elements,innovative practice and advanced experience of Community Grid governance in Shuangliu District,and puts forward optimization suggestions for Community Grid governance in Shuangliu District in terms of top-level design,task allocation,community residents’ Participation and resource guarantee;Thirdly,it conducts an in-depth analysis on the case of community grid governance of Shuangliu District Chengdu in terms of mechanism of management,operation,benefit and social organization service;Finally,through exploration and indepth investigation on practical case,it proposes the measures to quickly promote the formation of multiple participant subjects including party and government departments,self-governance association,community resident and other,to improve the service efficiency,to improve the level of intelligent and specialized governance,thus effectively do help to promote the process and effectiveness of community grid governance.All these measures somehow contribute to enrich the research literature around China as well as the application and development of community governance theory and public governance theory in central and western China with the reference value of community grid governance for other cities.
