Research On The Mechanism Of Digital Transformation Of Government Driven By New Generation Information Technology

The social economy and national governance are profoundly affected by the new generation of information technologies such as the Internet of Things,cloud computing,big data,blockchain and artificial intelligence.The digital transformation of the government has become a major measure to modernize the national governance system and governance capabilities.The brand-new changes in government management are being caused by the extensive use of new generation of information technology,which further leads to comprehensive innovations in government governance.However,there is still a long way to go between relevant research and practical exploration.At the research level,government digital transformation is used by most scholars as the research background for related issues,and there are few and in-depth studies on the nature and mechanism of government digital transformation driven by the new generation of information technology.At the practical level,digital transformation has been widely practiced by governments at all levels,but lacks theoretical guidance and systematic summary.For example,how is the digital transformation of government defined? Why and how can the digital transformation of the government be driven by the new generation of information technology? What is the internal mechanism of the digital transformation of the government driven by the new generation of information technology?In order to answer the above questions,governance modernization is taken as the value orientation of thesis,and the mechanism of digital transformation of government is discussed from the perspective of the new generation of information technology.First,the theory of new public management is taken as the theoretical starting point,the theory of technology governance and digital governance are taken as the theoretical fulcrum,and the progressive logic of "embedding-transmission-empowerment" of technology-driven digital transformation of the government is constructed.Secondly,on the basis of sorting out the process of information technology upgrade drives the evolution of government form,the internal relationship between the new generation of information technology and the government’s digital transformation is explored.Thirdly,based on the theoretical framework and practical review,the internal mechanism of the government’s digital transformation "technology application-management change-governance innovation" is proposed and explained.Finally,on the basis of theoretical analysis,the practice mode of digital transformation of Zhejiang and Guangdong governments is compared,and common experience is summarized,and policy suggestions for digital transformation of government are put forward through the dialogue between theory and practice.Through theoretical explanation and practical analysis,four conclusions are drawn by this study:（1）The digital transformation of government is a dynamic process of government from management reform to governance innovation caused by the new generation of information technology.（2）The digital transformation of the government is an inevitable choice to adapt to the development of the new generation of information technology and realize the modernization of governance.（3）The progressive logic of "embedding-transmission-empowerment" is followed by the new generation of information technology,and the internal mechanism of the government’s digital transformation is formed through "technology application-management changegovernance innovation".Specifically,the application of a new generation of information technology is “embedded” in the government,and through the “conduction” of interconnection,integration and reconstruction,data-driven and platform support mechanisms,government management changes are brought about,and the government is“empowered” to realize the concept of digital governance,diverse common Innovation of governance structure and precise governance.（4）The digital transformation of the government in Zhejiang and Guangdong is carried out through the technical framework of "platform + application".Their common experience of the two in top-level design,technical system and separation of management and operation provides a reference for the Chinese government to use a new generation of information technology to drive the digital transformation of the government.
